The Role…

 

Reporting to the Manager, Water & Wastewater Asset Management,  the Advisor will support the Manager in all aspects of strategic infrastructure planning and integrated asset management in order to plan and guide various projects and initiatives that are undertaken by the section.  The Advisor reviews and provide input and recommendations for long term renewal and replacement plans, maintenance strategy, financial plans, business plans, processes and strategies for water and wastewater utility and to improve and mature strategic asset management as per ISO 55000 standard.

 

The Advisor develops and compiles the entire water and wastewater renewal and replacement strategy in coordination with the Enterprise Asset Management Program and water/wastewater engineering, reliability and operations teams.

 

We are seeking a highly-skilled  individual who is able to provide strategic and expert advice for optimization of maintenance programs. This position is a key resource for the section and internal divisions on all aspects related to infrastructure planning, asset and maintenance management and will provide regular coaching and mentoring of staff and students.

 

What you will do in this role:

  • Annual coordination and development of the entire water and wastewater renewal and replacement strategy for the divisions and present the plans to the managers, directors, general manager, executive leadership team and Council for approval
  • Reviews and analyzes budgets submitted by each section against the overall long-term infrastructure requirements, service objectives and reserve levels of the Corporation to ensure there is alignment with service objectives
  • Develops, maintains and analyzes information from decision support systems (DSS), long term financial forecasting tools and provides strategic advice to leadership team and Council for utility reserves contributions and rates setting
  • Conducts asset risk and criticality assessments, Reliability Centered Maintenance (RCM) assessments, Failure Mode Analysis in collaboration with water/wastewater engineering, reliability, operations and external stakeholders such as Ontario Clean Water Agency (OCWA) to inform risk to water and wastewater service delivery and develop appropriate mitigation strategies
  • Develops and maintains asset inspection, condition and performance standards, inspection and condition assessment plans in collaboration with water/wastewater engineering, reliability, operations and external stakeholders such as OCWA
  • Develops and maintains a comprehensive collection of life-cycle curves, deterioration curves, for various water and wastewater assets based on industry research and Peel specific data
  • Provides expert advice to General Manager, Water/Wastewater Directors and OCWA Agreement Advisor in all aspects related to strategic infrastructure planning and integrated asset and maintenance management for the OCWA agreement
  • Review OCWA’s Maintenance Management Plan, Civil & Structural Asset Maintenance Program, and Mechanical & Electrical Asset Maintenance Program, Risk Assessment Plans and provide recommendations to OCWA Agreement Advisor and Water/Wastewater Directors
  • Develops and maintains asset information strategy, asset and functional hierarchies, asset register, data attributes, data collection standards for water and wastewater assets totaling 27 Billion
  • Develops and maintains business process for various asset management capabilities such as capital planning, work order management, decision support systems
  • Develops and maintains integrated Asset Management Plans while integrating climate risk and resiliency and in alignment with O. Reg. 588/17, Enterprise Asset Management and climate change Master Plan
  • Conducts asset management maturity assessments and implement the maturity road map and work plan developed by the divisions to improve asset management maturity as per the ISO 55000 standard
  • Provides expert guidance to other Public Works divisions such as transportation, waste management, operations support in maturing their asset management program and developing asset management plans
  • Liaises with other departments, divisions and sections within the Region, OCWA, external agencies and municipalities. Participates in various internal stakeholder committees 

What we require: 

  • Undergraduate degree in Civil or Environmental Engineering or a related field combined with a minimum of 5 years of related  water or wastewater experience;  an equivalent combination of education and experience may also be considered
  • Professional Engineer (P.Eng.) Designation with the Professional Engineers of Ontario (PEO) is an asset
  • Asset Management certification or other relevant professional certification (e.g.IAM certificate/diploma, PMP, six sigma, etc.) is an asset
  • Advanced written communication skills are required to develop complex reports, briefing materials, policies and guidelines, terms of reference, technical and non-technical reports to staff, management, internal and external stakeholders, Councilors and the public
  • Diverse understanding of water and wastewater infrastructure planning, asset management, which incorporates a range of services and programs and involves diverse business processes and expertise
  • Extensive knowledge and experience in infrastructure planning, design of municipal infrastructure and a thorough knowledge of water and wastewater treatment processes, design practices and standards, related codes, regulations, tendering/contract process, value engineering and contract administration
  • An understanding of water and wastewater operations, and advanced and specialized knowledge of water and wastewater hydraulics, including hydraulic transients
  • Strong project management skills, strategic program and project development skills, and financial management to develop and manage long-term capital works plans for state of good repair, system improvements and to service future growth
  • Demonstrated strategic planning and visioning skills are required to assess practices, regulations, policies and the impacts to infrastructure
  • Demonstrated ability to lead high-impact initiatives and manage change
  • Critical systems thinking, conceptual and creative problem-solving to identify and analyze issues and risks, develop solutions and promote commitment to new approaches, and influence decision making
  • Ability to analyze, synthesize and clarify complex ideas and material and formulate them into clear, plain language and format for a variety of audiences
  • Strong analytical skills for trend and gap analysis and issue identification
  • Strong organization and time management skills with the ability to handle multiple complex projects concurrently
  • Adaptable and able to work in an environment with changing priorities, short timelines and limited resources

Hours of Work: 35 Hours Per Week- Monday to Friday
