Specialist, Stormwater Technical Studies

Public Works – Transportation

Status: 1 Regular Full Time Position

Compensation: $89,469 - $111,834 per annum plus comprehensive benefits

Work Mode and Location: Hybrid at 10 Peel Centre Drive, Brampton* see below for more details

Hours of Work: 35 Hours per week Monday to Friday

 

Reporting to the Manager, Transportation Development, you will support initiatives geared towards development approvals and environmental compliance for stormwater management to advance and deliver Term of Council Priorities for growth management, climate change and asset management at the Region of Peel. You will provide expert guidance to the division in Regional stormwater servicing studies, technical servicing analysis, review and approvals of stormwater functional servicing reports, key business processes to support infrastructure planning and development, administer assimilation and evaluation of technical data for new infrastructure and long-term strategic infrastructure planning, and support Project Managers in stormwater modelling and unique studies carried out by the stormwater development planning group.

 

What you will do in this role:

  • Review and comment on stormwater plans, land development applications, site plans, subdivision plans and servicing reports to ensure compliance with Regional Design Criteria, Standards and Specifications.
  • Provide technical input on stormwater related development matters.
  • Collect, evaluate and analyze complex technical data and information related to monitoring, storm sewer capacities, intensification issues, and provide technical expertise for development approvals considering Region’s SOGR, Operations and Capital functions for the stormwater.
  • Liaise with other internal groups on aligned goals, review and analyze reporting data that demonstrates project performance.
  • Identify and address gaps in stormwater engineering standards or expertise necessary to protect Regional interests related to transportation services.
  • Research, collect, evaluate and manipulate data and information to support recommendations relating to complex infrastructure and service problems and identify trends, anomalies and opportunities for improvement in the infrastructure systems.
  • Develop GIS datasets, maps, visual representations of data including advance charts and dashboards, and formulate information into presentations and technical reports, Council reports and executive summaries for various audiences.
  • Act as technical advisor and specialized technical research representative on specific projects for Project Managers and the Program Manager/Manager, drafting Council reports and technical reports, policies, procedures and guidelines pertinent to stormwater program planning goals and objectives.
  • Assist project managers, program manager, manager on technical analysis and stormwater studies and modelling; liaise with internal staff as well as with external agencies and municipalities to help develop key Master Plans for stormwater infrastructure related to growth, risk assessment and develop key performance indicators.
  • Conduct and/or Review and evaluate existing and new planning tools, processes and software applications to recommend improvements and assist in implementation of new initiatives.
  • Administer special programs related to civil engineering initiatives requiring collaboration with external service providers and agencies such as Conservation Authorities on climate/rain level data and LIDS as well as engineering firms.

What the role requires:

  • Degree in Civil/Water Resources Engineering, a Certified Civil or Environmental Engineering Technologist diploma or Environmental Science or equivalent combined with 5 years of relevant experience.
  • Knowledge of legislation, regulations and policies related to stormwater management and familiarity with stormwater infrastructure design and construction; operations and maintenance.
  • Experience in Low Impact Development solutions would be considered a major asset.
  • Knowledge and understanding of hydraulic stormwater modeling principles, watershed and drainage principles, infrastructure servicing principles and understanding of infrastructure materials and specifications in Public stormwater functions/works and a solid understanding of stormwater industry infrastructure engineering principles and systems.
  • Ability to interpret engineering drawings and plans.
  • Experience and knowledge of Planning Act and other development approvals processes and legislation.
  • Must have a high level understanding/hands-on experience with GIS/CAD software and able to manipulate and produce GIS/Mapping/Google Earth data and data sets. Microsoft Office, PowerPoint, Word and Excel, in managing/disseminating data to service planning/delivery functions.
  • Must be able to participate in multiple project teams and represent/provide input and technical guidance into system operational, design and program initiatives and challenges.
  • Must have exceptional customer service skills that require the ability to convert technical information and recommendations into language to be understood by a variety of audiences (engineers, developers, public and non-technical staff)
  • The position requires in-depth technical understanding and knowledge of stormwater infrastructure characteristics and related functions; strong analytical and data evaluation skills to source and interpret data and information to lead to technical recommendations for planning and risk management, understand the effects of stormwater system changes and impacts to infrastructure and service.

Work Mode & Job Location: In this role you will have the ability to work hybrid and attend on-site once a week on Tuesdays and/or when required based on operational requirements at 10 Peel Centre Drive, Brampton. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your flexible work location must be located within the province of Ontario.
