Project Manager, Water Wastewater Asset Condition

Public Works - Water and Wastewater, Infrastructure Planning, Partnerships and Compliance

Status: Contract Full Time - 13 Month Duration

Salary Range: $100, 172- $125,213 per annum (plus comprehensive benefits)

Work mode: Hybrid* 1 onsite day per week and the ability to attend project sites accross the Region of Peel. 

Location: 10 Peel Centre Drive, Brampton, ON

Hours of work: 35 Hours per week 

 

 

Who we are:  Infrastructure Planning, Partnerships and Compliance helps achieve our mission of "Providing Clean Water for Life" by protecting and managing our water resources, planning new water and wastewater infrastructure to meet growth demands, asset management planning to maintain the existing $26 Billion infrastructure in a state of good repair, planning and supporting water and wastewater regulatory compliance and quality management systems.  We build and manage strategic partnerships with the Local Municipalities, Ontario Clean Water Agency, Conservation Authorities, and other municipalities and external agencies.

Reporting to: Program Manager, GIS and Data

 

What you will do in this role: The Project Manager will manage large complex projects related to water/wastewater infrastructure assets ranging from $10 Million to $100+ Million, including Master Plans, maturity studies, water/wastewater infrastructure Risk Assessment studies and strategies and redundancy requirements, specific projects related to developing strategic plans, process/system relating to water/wastewater infrastructure replacement and renewal, review, develop and implement highly specialized engineering and decision making tools such as Hydraulic Models, Asset Prioritization Systems, develop framework and process for infrastructure planning with area municipalities and other divisions and departments.

  • Identifies and initiates new GIS and Data business requirements to improve current practices for infrastructure growth and assess infrastructure needs.
  • Leads Maturity assessment of Data for Infrastructure Planning, Partnerships and Compliance (IPPC). Keeps continually educated on emerging technologies and changing regulations.
  • Leads studies to enrich Master Planning mechanisms, Hydraulic Models,  Risk Assessments and Long Term State Good Repair capital plans and strategies,  and technical/feasibility studies related to the Region’s water/wastewater infrastructure, and conveyance of water/wastewater within infrastructure in collaboration with staff from water operations, capital works and external agencies  leading to the preliminary designs for capital works projects.
  • Leads vulnerability and risk assessment studies of Region’s water/wastewater system, including identifying threats to the network; identifying the specific assets that may be impacted by the identified threats and the relative criticality of these assets and determining the likelihood that a threat may materialize.
  • Leads the development of CPMM documents and ensures projects are monitored and completed using this methodology. Identifies resources/stakeholders and assembles and leads project teams from internal support, internal stakeholders, and external consultants or services, prepares project charters, terms of reference, identifies scope and deliverables of projects.
  • Develops and prepares tender documents, RFPs, and/or quote for projects, assembles bid submission evaluation teams, prepares evaluations and recommendations and prepare Council report
  • Tracks all project financials, progress, negotiates project changes in scope to minimize Peel’s financial risk while maintaining the quality and schedule of the project, supervise consultants, develop and execute communication plans with public/council and other key stakeholders, collaborate with approval agencies (MOE, MNR, CA, Utilities, Landowners, DFO,etc.) in the execution of the project, ensures that post project recommendations are thoroughly documented and implemented. 
  • Provides technical input and necessary support in the development and application of Region’s asset management system(s) and uses the system to develop strategic infrastructure renewal polices and programs, assess short and long term renewal needs and develop capital infrastructure plans for renewal and rehabilitation.  
  • Provide comment on secondary plans, official plan amendments, district plans and servicing plans/studies. Identify and initiates new business requirements to improve current practices and better assess infrastructure needs.
  • Keeps continually educated on emerging technologies and changing regulations.
  • Collaborates extensively with Area Municipalities on all aspects of infrastructure coordination and planning and with external utilities (telephone, gas, hydro, roads, etc).
  • Respond to internal clients and consumer enquiries.

What the role requires: 

  • Position requires university/College degree in Civil Engineering, Geo Science or Earth Sciences

  • 5 years of relevant project manager experience within water/wastewater infrastructure 

  • Strong technical knowledge of water infrastructure and related functions (pressure zones, fluid mechanics, geology and hydraulics)

  • Strong knowledge and experience in ArcPro, geodatabases, SQL databases and data management
  • Knowledge and experience interpreting and understanding technical data related to project preliminary design, infrastructure conditions, asset life cycle.
  • Combination of education and experience may be considered

Skills/Abilities: 

  • Leadership and project management skills to lead project teams in development of project scope, financials, deliverables and management of consultants

  • Collaboration skills to work with approval agencies and achieve consensus on project components/recommendations

  • Strong communication (verbal and written) to present project recommendations to senior management, Council, approval agencies and at public information meetings

  • Strong problem solving skills to evaluate stakeholder input with technical feasibility and develop appropriate and cost effective solutions

  • Able to delegate work distribution among project teams, coordinate logistics and develop short and long terms plans/strategies to meet deliverables of projects

Work Mode & Job Location: In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 10 Peel Centre Drive, Brampton ON worksite.  The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.
