Project Manager, Water and Wastewater Engineering, Condition Assessment and Rehabilitation

Public Works – Water and Wastewater

Status: Regular Full-Time

Salary Range: $100, 172 - $125,213 per annum (plus comprehensive benefits and vacation accrual)

Location: 10 Peel Centre Drive, Brampton, ON

Hours of work: 35 Hours per week

Reports to: Manager, Engineering Condition Assessment and Rehabilitation.

 

The purpose of this role is to manage projects related to water/wastewater infrastructure such as condition assessment and rehabilitation projects supporting the Long Term State of Good Repair Strategy for Capital Projects, complex feasibility studies, water/wastewater infrastructure risk assessment studies and strategies and redundancy requirements, specific projects related to developing strategic plans, process/system relating to water/wastewater infrastructure replacement and renewal, review, develop and implement highly specialized engineering and decision making tools.

What you will do in the role:

  • Management of various Capital projects that involve condition assessment and rehabilitation of trunk sanitary sewers, water transmission and sub-transmission mains, forcemains and chambers. 
  • Comprehensive review, sorting and tracking of condition assessment data to accurately scope and assist with prioritization and scheduling of re-inspection, monitoring and rehabilitation work. 
  • Plan, schedule and manage the design and construction of capital projects. 
  • Provide technical support to a multi-disiplinary team.

  • Leads vulnerability and risk assessment studies of Region’s water/wastewater system, including identifying threats to the network; identifying the specific assets that may be impacted by the identified threats and the relative criticality of these assets and determining the likelihood that a threat may materialize.  
  • Leads the development of Project Managerment documents and ensures projects are monitored and completed using this methodology. Identifies resources/stakeholders and assembles and leads project teams from internal support, internal stakeholders, and external consultants or services, prepares project charters, terms of reference, identifies scope and deliverables of projects 
  • Develops and prepares tender documents, RFPs, and/or quote for projects, assembles bid submission evaluation teams, evaluations and recommends and prepare Council reports 
  • Coordinate the detailed design and construction constraints with other internal departments as well as the area municipalities (when necessary) to minimize any overlapping of infrastructure works and workout feasibility plans to meet all timelines.   
  • Coordinate with Operations to integrate maintenance activities with capital planning and budgeting. 
  • Work in collaboration with Operations, OCWA, external stakeholders and internal staff to support the state of good repair program for both linear Water and Wastewater assets. 
  • Tracks all project financials, progress, negotiates project changes in scope to minimize Peel’s financial risk while maintaining the quality and schedule of the project, supervise consultants, develop and execute communication plans with public/council and other key stakeholders, collaborate with approval agencies (MECP, MNR, CA, Utilities, Landowners, DFO, etc.) in the exectution of the project 
  • Provides technical input and necessary support in the development and application of Region’s asset management system(s) and uses the system to develop strategic infrastructure renewal polices and programs, assess short and long term renewal needs and develop capital infrastructure plans for renewal and rehabilitiation.   
  • Provide comment on third-party designs, applications, secondary plans, official plan amendments, district plans and servicing plans/studies. Identify and initiates new business requirements to improve current practices and better assess infrastructure needs. Keeps continually educated on emerging technologies and changing regulations
  • Collaborates extensively with Area Municipalities on all aspects of infrastructure coordination and planning and with external utilities (telephone, gas, hydro, roads, etc)  

What the role requires:

  • An undergraduate bachelor’s degree in Engineering 
  • A minimum of 5 years direct working experience in design and construction of municipal wastewater collection and conveyance systems, water transmission and distribution, including condition assessment and rehabilitation
  • Strong technical knowledge of water and wastewater infrastructure and related functions leadership and project management skills to lead project teams in development of project scope, financials, deliverables and management of consultants
  • Must be able to interpret and understand technical data related to project preliminary design, infrastructure conditions, asset life cycle, engineering drawings, contract specifications, reports and technical memoranda
  • Proficiency in MS Office and ability to utilize project management software
  • Thorough knowledge of design practices, standards, codes and industry related legislation
  • An equivalent combination of skills and educational experience may be considered.

Work Mode & Job Location: 
In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the

10 Peel Centre Drive, Brampton ON worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.
