Manager, Accounting Services 

Corporate Services- Corporate Finance 

Status: Contract Full Time; 18 month duration

Salary Range: $125,186-$156,484 per annum plus comprehensive benefits

Location: 10 Peel Centre Drive, Brampton 

Hours of work: 35 hours per week 

 

Who we are:Corporate Finance is a division of Finance, committed to maximizing the value of financial planning with a fixed control on long term financial strategic viewpoints and execution for the Region of Peel.

 

There are five service groups within Corporate Finance: Financial Policy and Development Financing, Accounting Services, Loss Management and Insurance Services, Financial Systems Development Support, and Peel Housing Corporation Finance.


 

Are you a dynamic and strategic accounting leader with a passion for driving operational excellence? We’re looking for a highly skilled Manager, Accounting Services to oversee and enhance a variety of critical accounting functions at the Region of Peel. In this role, you’ll be responsible for ensuring the accuracy, efficiency, and compliance of the Region’s financial operations, including accounts payable, accounts receivable, cash receipting and handling, TCA reporting, consolidated external reporting, and other internal reporting functions.

 

Key Responsibilities:

  • Lead Financial Reporting: Own the month-end and year-end closing processes, ensuring timely and accurate financial statements for the Region of Peel, Peel Housing Corporation and other key entities.
  • External Audit Leadership: Manage the annual external audit for multiple organizations, acting as the main liaison between the Region and external auditors to ensure seamless communication and compliance.
  • Ensure Compliance: Oversee adherence to HST regulations, the Municipal Act, and Canadian Public Sector Accounting Standards (PSAS), ensuring full compliance in all financial activities.
  • Collaborate with Teams: Work closely with other Finance divisions and operating departments to resolve complex accounting issues, providing guidance and support to ensure best practices across the board.
  • Public Reporting: Manage the quarterly public reporting of Members of Council term allowance expenditures, ensuring transparency and accountability in all public-facing financial data.
  • Policies & Procedures: Update Accounting Services related policies and procedures to reflect best practices

  • Inspire and Lead: As a key leader, you will manage a talented team of 3 Supervisors and 28 finance professionals, driving performance, fostering collaboration, and creating a high-performing team culture.

What the role requires:

  • Relevant University degree (Finance, Accounting, Masters Business Administration)
  • A professional accounting designation (CPA/ACCA)
  • 5-8 years of management experience
  • Municipal finance accounting experience
  • Continuous improvement experience
  • Experience with preparing annual financial statements and leading a year-end audit
  • Combination of education and experience may be considered

Skills/Abilities

  • Knowledge of all legislation and/or regulations impacting municipal accounting and reporting e.g. Municipal Act, Public Sector Accounting Standards, and HST
  • Excellent research skills using evidence informed decision making best practices
  • Proven knowledge and experience working with ERP systems
  • Demonstrated ability to think strategically and provide comprehensive financial advice and options to senior management
  • Excellent negotiation, facilitation and conflict resolution skills
  • In-depth change management knowledge and demonstrated success as a change leader
  • Effective political awareness and business acumen, tact and diplomacy
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time. 

 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
