Project Manager, Contract Administration & Oversight (Water and Wastewater)

Public Works – Water and Wastewater

Status: 1 Regular Full Time

Salary Range: $100,172 to $125,213 per annum (plus comprehensive benefits)

Work mode: Hybrid; A minimum of 2 On-site Days per week

Location: 10 Peel Centre Drive, Brampton, ON

Hours of work: 35 Hours per week, Monday to Friday

Reporting to the Manager of Contract Administration and Oversight this position is primarily responsible managing well defined inter-municipal agreements, typically with term lengths 3 to 5 years and/or external agencies review and analysis relating to Water and Wastewater infrastructure. These projects involve water distribution mains/sanitary sewers and appurtenances, groundwater/wastewater treatment facilities, distribution system pressure boosting facilities and elevated water storage facilities.  Operating budgets are typically less than $10 million per inter-municipal agreement.

 

What you will do:

  • Effectively deliver well defined inter-municipal agreements and/or external agency review and analysis  for repair, rehabilitation and replacement, for water distribution mains/sanitary sewers and appurtenances, wastewater/water treatment facilities, distribution pressure booster facilities and elevated storage facilities
  • Working in collaboration with Manager or Program Managers, define capital project objectives, scope of work, key stakeholders, roles and responsibilities, key deliverables, , proposed stages and schedules.  Identify project risks and mitigation strategies.  Prepare and tender requests for proposal, including defining the terms of reference and evaluate detailed proposals
  • Negotiate with public utilities, conservation authorities, local municipal representatives and provincial agencies to secure required permits and approvals in collaboration with Infrastructure Planning, Real Estate and Legal support staff
  • Project delivery may also include Environmental Assessment and design
  • Review submissions in collaboration with Manager, Program Manager, vendors, Operations, SCADA, Inspectors and Compliance to ensure alignment with contract standards and specifications, service delivery standards and regulatory compliance
  • Coordinate with the area municipalities and other parties to minimize any overlapping of infrastructure works, minimize service disruption,workout feasibility plans to meet all timelines and ensure contract specifications are adhered to.  Coordinate with Capital Teams, Treatment teams, Operations and Inspectors to integrate maintenance activities with capital project plans
  • Maintain constructive partnerships and relationships with local municipal representatives, conservation authorities, government agencies, water and wastewater industry associations, contractors, consultants, suppliers and academic researchers and institutions for the benefits of Peel
  • Prepare written communication that is clear, concise and accurate, effectively simplifying technical or complex information.  Communicate and negotiate with composure, tact and authority while understanding and acknowledging the perspective of others
  • Assist in the preparation and development of the annual capital budget by identifying new business requirements, infrastructure needs, and process or practice improvements 
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

What we require:

  • Completed University degree in Engineering with a minimum of 3 years experience working in planning, design and construction of municipal infrastructure, including watermains/sanitary sewers, treatment facilities, pumping and storage facilities or an equivalent combination of qualifications and experience may be considered.
  • Polished understanding of watermains/sanitary sewers, and/or water/wastewater treatment facilities, pumping and storage facilities
  • Thorough knowledge of construction law, municipal procurement process and all relevant legislation
  • Effective interpersonal skills with ability to deliver proactive solutions and solve conflict in timely fashion
  • Working experience in project planning and scheduling
  • Proficient using MS Office, including Excel, Project, Outlook, Teams and GIS software
  • Must have a valid Class ‘G’ license in good standing and access to a vehicle

Work Mode & Job Location: 

 

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
