Water Quality & Compliance Specialist

Public Works – Water & Wastewater

Status: Contract Full-time (13 months)
Salary Range:
$92,153 - $115,189 per annum plus comprehensive benefits

Location: 10 Peel Centre Drive, Brampton

Hours of work: 35 hours/week

What you will do in this role: 

 

As Management System Representative, administer and lead Peel's Municipal Drinking Water Licensing Program and Wastewater Integrated Management System (WWIMS), including development and implementation of continual improvement initiatives. Provide guidance and support to the water and wastewater business partners in facilitating and maintaining compliance with applicable legislation and conformance to industry standards.

  • Ensure proper management of program records, documents, and reporting systems, to provide access to process and procedural documentation by all staff 
  • Coordination of key elements of the Management Systems, inclusive of Operational Plans, Risk Management and Emergency Response Planning and System Audits 
  • Provide support in the development and implementation of the continuous improvement initiatives, including frameworks to monitor conformance, and assessment of its effectiveness 
  • Provide direction and first class support to Water and Wastewater Divisions (Capital Works, Operations, SCADA, Environmental Control, Infrastructure Planning, and Development Services) to demonstrate environmental stewardship and service quality 
  • Address information requests, develop, implement and evaluate various program initiatives, and participate in implementation of improved business processes and programs through the WWIMS or Drinking Water Quality Management Standard (DWQMS). 
  • Ensure compliance with Safe Drinking Water Act, international standards and internal policies and procedures
  • Liaise with external agencies inluding Ministry of the Environment, Conservation and Parks (MECP), Public Health, Conservation Authorities, Operating Authorities (OCWA), Accreditation Body, local municipal government, as well as other key industry groups and committees in all matters of Peel’s management systems 
  • Develop process documentation and program updates  
  • Plan and coordinate facility/system internal conformance audits through to completion; facilitate and lead third party audits 
  • Evaluate compliance program performance, data management systems, identify process deficiencies and opportunities, and facilitate adoption of best management practices 
  • Prepare Council reports, memorandums, summaries and communication reports 
  • Coordinate and facilitate education programs to promote awareness of Peel’s Management Systems and their requirements, including providing guidance to internal and external clients 
  • Participate in Source Protection Planning activities 
  • Respond to customer enquiries and assume a rotating on-call duty to respond to drinking water and environmental incidents/emergencies and reportable events 
  • Assist with the achievement of team and organizational goals through the performance of projects and tasks, as assigned 

Who you’ll partner with:

  • Collaborate with internal teams across Water and Wastewater Operations, Engineering Services, ADS (SCADA), Environmental Control Compliance, IT, IPPC, Climate Change and Energy Management, Planning and Performance, Records Management, and Emergency Management 
  • Engage with external stakeholders including the MECP, external and internal auditors, municipal partners, elected officials, compliance experts from various jurisdictions, and industry organizations

What the role requires:

  • Degree in Environmental Science or Applied Science (Bachelor of Science) combined with five (5) years of experience in the municipal water/wastewater industry, development, implementation and maintenance of quality management systems and/or QMS auditor certification or project management experience 
  • Experience with compliance programs, quality management systems, and/or project management preferred
  • Ontario Water Quality Analyst or Water Operator Certification (or commitment to obtain within one year) preferred 
  • Working knowledge of municipal water and/or wastewater systems, demonstrated knowledge and understanding of the legislation pertaining to Ontario Water Resources Act, Environmental Protection Act, Safe Drinking Water Act, Quality/Environmental Management Systems, municipal water and wastewater approvals processes, and other applicable legislative instruments 
  • Access to own transportation and valid Class “G” licence in good standing

Skills/Abilities:

  • Proficient computer skills utilizing MS Office, SharePoint, and working knowledge of electronic record and document management systems
  • Superior verbal and written communication skills with strong presentation and public relations abilities
  • Strong organizational, planning and time management skills with ability to multitask and prioritize workload effectively to meet competing demands 
  • Exceptional research, investigative, and problem-solving capabilities with ability to work independently and as part of a team  
  • Ability to build positive working relationships with peers, management, government officials and the public

Work Mode & Job Location: In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.

 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
