Human Services – Office of the Commissioner

Status: 1 Contract Full Time (up to 13 Months)

Salary Range: $103,177 – $128,969 per annum (plus comprehensive benefits, where applicable)

Location: 10 Peel Centre Dr., Brampton, Ontario

Hours of Work: 35 hours per week

Our Income and Social Supports, Early Years and Child Care Services, ​​​​​​​Housing Services, and Social Development Planning & Partnerships divisions, as well as Peel Housing Corporation, provide high-quality services that Peel residents depend on.

 

Our Strategic Planning & Performance team empowers leadership, enhances engagement, and fosters a healthy, resilient workforce, strengthening our Human Services department as a whole.

 

What you will do in this role:

  • Provides expert departmental development and learning consultation to clients and Human Services Training and Development staff
  • Facilitates annual training needs assessments with each division under the Human Services department
  • In collaboration with the Human Services Leadership Team, and other internal stakeholders develops and updates a Departmental Learning Strategy, analyzes and develops solutions to address departmental change priorities and team effectiveness needs
  • Works in partnership with leadership, Human Services Training and Development Specialists and key stakeholders to identify departmental learning and OD priorities and to plan solutions that address common divisional needs
  • Advises on departmental learning strategy and programming, based on analysis of divisional training needs, Corporate Culture Strategy, the Region’s Strategic Plan and learning best practice expertise
  • Advises on learning and OD delivery methods, use of technology, and modern OD practices
  • Procures appropriate training vendors and oversees vendor management for delivery of instructor-led training and e-learning
  • Assesses, designs, develops and leads the implementation of large-scale departmental development and learning programs to support department -wide change initiatives
  • Assesses root cause of team challenges and performance gaps, and advises people leaders and OD team members on appropriate interventions, including team-building, skill-building activities, facilitation design, performance improvement, curriculum design and development, vendor referral, learning material design
  • Designs and facilitates learning programs as required to support corporate change initiatives
  • Prepares Departmental Learning Strategy, assessment reports, status reports, briefing notes, learning materials
  • Conduct internal and external post training evaluations

 

What the role requires:

  • A university degree in Human Resources Management, Business, Adult Education, Organizational Development, or related field
  • A minimum of five (5) years experience in the design, development and implementation of organization-wide Organizational Development programs; or a combination of education and experience may be considered
  • Experience in learning program assessment, design, development, and implementation 
  • Vendor management experience
  • Change management training and experience
  • Curriculum design
  • Strong facilitation skills and training
  • Solid pedagogy theory and application experience
  • E-learning design and e-learning vendor management experience (Articulate Storyline is an asset)
  • Proficiency in Microsoft office Suite- Word, Excel and Power-Point and an ability to learn new technology quickly

Work Mode & Job Location:

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.

 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
