Manager of Legislative Services and Deputy Regional Clerk

Legislative Services- Clerks 

Status: Regular Full Time

Salary Range: $114,196-$142,747 per annum plus comprehensive benefits

Location: 10 Peel Centre Drive, Brampton 

Hours of work: 35 hours per week

We are looking for a strategic, collaborative, and experienced leader to join our Legislative Services team as Manager of Legislative Services & Deputy Regional Clerk.

 

About Us:

The Office of the Regional Clerk supports accessible and effective governance at Peel Region. We work closely with elected officials, staff, and the community to ensure transparency, accountability, and service excellence. Our core focus areas include:

  • Records Management and Archives

About the Role:

In this dual-capacity leadership role, you’ll manage the day-to-day operations of the Legislative Services section and step into the Deputy Regional Clerk role when required. You'll lead a skilled team, oversee council and committee operations, and support statutory functions that keep democratic processes running smoothly. This is a unique opportunity to shape the delivery of governance services while ensuring legislative compliance and operational efficiency.

 

Key Responsibilities:

Leadership & Strategic Management

  • Direct supervision of a team of Legislative Specialists and Technical Advisors
  • Strategic oversight of Council/Committee support, including agenda management, meeting logistics, and legislative coordination
  • Budget development and resource planning for the Legislative Services Section
  • Championing staff development, succession planning, and a culture of service excellence
  • Managing vendor contracts (e.g., chamber technology, closed meeting investigators)

Deputy Regional Clerk Responsibilities

  • Fulfilling all statutory duties of the Clerk in their absence
  • Acting as signing officer for the Corporation
  • Oversight of:
    • Corporate Policy Program
    • Council Procedure By-law reviews
    • Lobbyist & Gift Registries, Integrity Commissioner coordination
    • Planning Act and Construction Act obligations
    • Corporate Document Execution and Oaths commissioning programs
    • Community complaints and inquiries process

What You Bring:

  • University degree in Public Administration, Political Science, or related field (or equivalent experience)
  • Minimum 5 years of municipal government experience, including 5+ years in a supervisory role
  • Deep knowledge of parliamentary procedures, council operations, and municipal legislation (Municipal Act, Elections Act, Conflict of Interest, etc.)
  • Strong political acuity, communication, and stakeholder engagement skills
  • Demonstrated commitment to diversity, equity, and inclusion

Nice to Have:

  • Certified Municipal Officer (CMO) designation
  • Completion of the Municipal Administration Program

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.

 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
