Job Description

Senior Internal Auditor

Office of the CAO

 

Status: (1) Contract Full Time position – up to 24 months

Salary Range: $103,177- $ 128,969 per annum, plus comprehensive benefits

Work mode: Hybrid see below for more details about this work mode. 

Location: 10 Peel Centre Dr, Brampton, ON

Hours of work: 35 hours per week

 

Who we are:  Our internal audit team has made a fundamental shift to enhance the value-added strategic service we deliver. We provide forward looking audit assurance, advisory, and fraud prevention and investigation services that deliver key insights to inform effective decision-making that propels the Region's growth and strategic outcomes. 

 

Reports to: Manager, Internal Audit

 

What you will do in this role:  

Audit Project Management:

  • Conduct a risk assessment of the program or area being audited by evaluating and rating the likelihood and impact of each business risk identified
  • Develop the audit objectives and scope and detailed testing plan for evaluating the effectiveness and efficiency of internal controls in the area being reviewed
  • Conduct audit testing through interviewing, observing process execution, reviewing documentation, conducting data analytics, and assessing compliance with policies and legislation

Audit Testing:

  • Analyze the design of the internal controls developed by management to evaluate if the controls are likely to mitigate the related risks and help ensure achievement of business outcomes
  • Identify internal control weaknesses, in design and implementation, and opportunities for improvements to process efficiency

Communication with Stakeholders:

  • Lead audit project meetings with clients including program area directors and managers
  • Write the audit reports for senior management and the Audit and Risk Committee of Regional Council
  • Develop and deliver formal presentations about the audit objectives and audit observations to the Audit and Risk Committee of Regional Council

Professional Standards Oversight:

  • Conduct peer reviews of the audit files to ensure the audits are conducted in accordance with professional standards and the file documentation is adequate
  • Provide guidance and direction to audit project team members on the conducting of audit testing and file documentation

Other Audit Services:

  • Lead or participate in the annual corporate wide risk assessment and audit work plan development including, assigning work to audit team members, analyzing risk assessment results, proposing future audit projects, and writing annual work plan report for the Audit and Risk Committee 
  • Lead or participate in conducting investigations into fraud allegations, including conducting interviews, analyzing data, reviewing evidence, and writing summary reports for senior management
  • Lead or participate in the promotion of governance, risk management and internal controls education and outreach activities, such as fraud awareness day and lunch and learn sessions

What the role requires: 

  • Completed degree in business, computer science, engineering or related field
  • Professional designation as a Certified Internal Auditor (CIA) or current enrollment in the process of becoming CIA
  • Minimum of 3 years' experience in the execution of broad scope operational and performance audits
  • Polished understanding of all aspects of auditing principles, practices and professional standards
  • Working knowledge of risk management and internal control frameworks
  • Combination of education and experience may be considered 

Skills/Abilities

  • Presentation and facilitation skills to engage with senior management and elected officials
  • Analytical mindset with strong problem solving and inquiry skills
  • Ability to write clear and concise reports 
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Nice to have:  

  • Professional accounting, engineering, project management, process improvement designation or other post bachelor degree, professional designation or certification
  • Professional designation as a Certified Government Auditing Professional or as a Certified Fraud Examiner 
  • Audit experience within government or municipal setting

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve.
