Program Manager, Asset Management, Transportation

Public Works - Transportation

Status: Contract Full Time - 13 Months 

Salary Range: $114,196-$142,747 per annum (plus comprehensive benefits and vacation accrual)

Work mode: Hybrid; 2 on-site days per week which can increase based on operational needs *see below for more details about this work mode. 

Location: 10 Peel Centre Drive, Brampton ON

Hours of work: 35 Hours per week

Reports to: Manager, Infrastructure Programming & Studies

Team Structure: In this role you will lead a team of 5 including an Advisor, 2 Project Managers and 2 Specialists.

Reporting to the Manager, Infrastructure Programming & Studies, the Program Manager develops and implements an effective Asset Management Program for the Transportation Division.  The Program Manager leads a team of asset management staff and makes recommendations for long term renewal and replacement plans, financial plans, business plans, processes and strategies to improve and mature asset management competencies for the Transportation Division as per ISO 55000 standard.

 

The Program Manager applies extensive knowledge and experience in asset management principles to determine Peel’s transportation asset requirements to meet future service delivery objectives. The Program Manager continually assessing the relevance of various asset management processes and tools while implementing changes as necessary to reflect the evolving dynamics of Peel’s services and business practices.

 

What you will do in this Role:

  • Provide direct supervision to a team of asset management professionals. This includes but is not limited to conducting performance appraisals, hiring, career development, and addressing performance related issues.
  • Support Peel’s Enterprise Asset Management Strategy and its implementation roadmap with the goal of increasing Transportation’s asset management maturity level as per the ISO 55000 Standard
  • Develop and implement asset management strategies and framework to meet divisional objectives, including the development of short- and long-term asset rehabilitation strategies to minimize the life cycle cost and maximize investment for transportation infrastructure.
  • Assess and identify gaps in current asset management programs for the safe and effective maintenance of Peel’s transportation assets such as roads, bridges, culverts, noise walls, storm water infrastructure, etc.
  • Develop, maintain, and analyze information from decision support systems (DSS), long term financial forecasting tools and provide strategic advice to leadership team and Council
  • Develop and maintain integrated Asset Management Plans while integrating climate risk and resiliency and in alignment with O. Reg. 588/17, Enterprise Asset Management Strategy, and the Region’s Climate Change Master Plan
  • Undertake preliminary engineering studies, life-cycle cost analysis, and asset risk management studies to prioritize expenditures and/or initiate projects related to the replacement or rehabilitation of Peel’s transportation infrastructure.
  • Assess and improve deterioration models and select appropriate performance measures and targets for assigned asset classes. Identify cost effective projects and treatments with estimates and timelines for asset rehabilitation projects.
  • Review new asset management practices and procedures, including leading-edge initiatives such as the use of new technologies, field new material testing, benchmarking initiatives, and research projects.
  • Liaise and co-ordinate input from other internal sections, agencies and levels of government in respect to current and long-range Capital works. Ensure that coordination of any rehabilitation projects consider optimal needs of all assets within a given road corridor.
  • Partners with the GIS group to ensure all transportation assets are captured in our GIS environment.
  • Perform geospatial data analysis as required.

What the role requires:  

  • A degree/diploma in Civil Engineering or related field, combined with a professional Engineer (P.Eng) Designation with Professional Engineers Ontario or similar combination of education and designations
  • Minimum of 5 years of related experience in municipal infrastructure with at least 3 years in a leadership role in the planning and administration of an Asset Management Program.
  • An equivalent combination of education and/or experience may be considered
  • Certification in asset management or other relevance professional certification e.g. IAM, PMP, six sigma, risk management and/or sustainability is an asset.
  • Excellent knowledge and understanding of principles and best practices in the field of asset management; ability to articulate the details of an Asset Management Program.
  • Advanced understanding of GIS and CMMS concepts and software including a strong knowledge of applications such as ESRI GIS and IBM Maximo (or other CMMS applications)

  • Demonstrated strategic planning and visioning skills are required to assess practices, regulations,policies and the impacts to infrastructure as well as lead high-impact initiatives and manage change across the Division
  • Strong leadership abilities with experience in staff development, mentorship and change management
  • Highly developed communication skills, attention to detail, practical problem-solving abilities, ability to proactively identify opportunities and implement solutions.
  • Critical systems thinking, conceptual and creative problem-solving skills to identify and analyze issues and risks, develop solutions and promote commitment to new approaches, and influence decision making
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Work Mode & Job Location: 

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.

 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
