Land Development Expert – Peel Housing Corporation 

Human Services – Peel Housing Corporation 

Status: Contract Full-time (24 Months) 

Salary Range: Band L, Non-Union: $147,496.00 to $184,370.00 per annum plus comprehensive benefits and vacation accrual 
Hiring Range: $147,496.00 to $165,933.00 per annum

Location: 7120 Hurontario Street, Mississauga. The successful candidate will require the ability to travel to various sites within Peel Region. 

Hours of work: 35 hours/week 

 

Who we are: Peel Housing Corporation provides safe, affordable housing to over 17,000 tenants across 69 residential properties within the Region of Peel. Peel Living is the largest community housing provider within Peel, representing half of the affordable units within the Region. Peel Living remains committed to building inclusive communities and improving quality of life for tenants across the Region of Peel. 
 

Reporting to: General Manager of Peel Housing Corporation 

 

What you will do in this role:  

 

  • Lead the redevelopment of a site from project inception to completion, ensuring delivery on time, within scope, and on budget. 
  • Direct internal and external teams, including project managers, planning and development professionals, consultants, and contractors, while managing complex stakeholder environments and mitigating project, financial, political, and reputational risks. 
  • Oversee preparation of project assessments, plans, cash flow requirements, funding requirements, and operating proformas. 
  • Prepare and reforecast development budgets and schedules as needed. 
  • Oversee property site analyses, site capacity assessments, planning approval issues, environmental assessments, valuation, site servicing requirements, and community impacts. 
  • Coordinate feasibility studies, official plan and zoning approvals, variances, severances, and permits in collaboration with the local municipality. 
  • Lead negotiations on deal structure, including development approach, real estate transactions, execution of legal agreements, and selection of development partners or consortiums. 
  • Facilitate and negotiate partnerships with local businesses, developers, senior levels of government, business associations, and related agencies. 
  • Direct or participate in discussions with internal clients, municipal officials, councillors, Regional Chair, Mayor’s office, neighbours, residents, boards, and other interest groups to manage political, project, and reputational risks. 
  • Prepare and present recommended development plans, design concepts, business plans, negotiated transactions, and project schedules for approval at public hearings, community meetings, workshops, and to senior management, PHC Board, and Council. 
  • Collaborate with internal partners including legal services and real estate teams. 

What the role requires: 

  • Post-secondary degree in business, planning, finance, engineering, urban studies, or a related discipline. 
  • Minimum of 8 years’ experience in housing development, including residential, mixed-use, community, non-profit, and/or supportive housing. 
  • Expert knowledge of the development process, including due diligence, concept design, deal structuring, and municipal approvals. 
  • Proven experience collaborating with and managing diverse stakeholders, including developers, municipal officials, councilors, and residents. 
  •  Strong understanding of municipal policies, planning regulations, and the approval process. 
  • Experience developing and analyzing financial proformas, land appraisals, and managing capital budgets up to $100 million. 
  •  Strong financial acumen and strategic decision-making skills. 
     

Skills/Abilities: 

  • Significant experience in successfully managing projects to a budget and schedule is essential 
  • Ability to engage and work with both internal and external stakeholders to build relationships, and positively influence the outcome for the development that supports city and regional priorities and initiatives 
  • Ability to build relationships, engage and influence others and work with diverse internal and external groups and stakeholders; politically astute 
  • Excellent analytical and problem-solving skills 
  • Proven communication and presentation skills including the ability to present to various audiences both internal and external to Peel

Work Mode & Job Location: In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the 7120 Hurontario Street Mississauga, ON. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time. 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
