Status: Regular Full Time

Salary Range: $103,175.00 - $128,969.00 per annum plus comprehensive benefits

Hiring Range: $103,175.00 - $116,072.00 per annum plus comprehensive benefits

Hours of work: 35 hours per week 

 

We have a great opportunity for someone to join our amazing Finance team and help lead the way in providing highly specialized advice for the Financial Policy and Taxation functions within the Region of Peel.

 

In this role, you will have a focus on property tax administration, compliance with legislative requirements and corporate standards, financial reports and financial controls.

 

You will provide independent and highly specialized expert advice of the Financial Policy and Taxation function for the Region including property tax administration and related analysis, compliance with legislative requirements and corporate standards, and ensure timely and accurate financial reports and adequate financial controls are in place. Responsible for leading the program and provides strategic advice and intelligence to Senior Finance Leadership by assessing, monitoring, and anticipating emerging policies and legislation impacting the Municipal Act, the Assessment Act and associated regulations pertaining to taxation.

 

This role has a lot of fun and exciting things to do! Do you like working with property taxes and assessments? Well, here's some ways in which you will:

  • Lead and oversight responsibility for the collection and reporting of property taxes, and ensure adequate financial controls are in place
  • Perform complex analysis on reviewing property tax and tax assessment legislation and explore potential new policies
  • Administer the Region’s other revenue and funding related programs such as Canada Community-Building Fund Program, Provincial Gas Tax Program
  • Work in support of the Regions long term financial sustainability including annual assessment, annual budgeting process, and property taxation policy updates
  • Support the Region’s other programs that are related to revenue management
  • Provides independent and highly specialized expertise to support service deliverable for the financial policy and taxation function
  • Keep current on issues, directions, plans, and legislation changes with respect to property taxation and assessment
  • Liaise with stakeholders including internal partners, local municipalities, provincial representatives, local municipal staff and consultants in order to support the Region’s tax policy strategies
  • Responsible for providing leadership to the business area by coaching, developing and mentoring staff as well as planning major activities involving developing business or operational strategies
  • Oversee direct reports to ensure individual and team objectives are achieved; Provide direction, coaching, and support to team members to motivate and inspire the achievement of business objectives on a timely basis and/or explore alternatives.
  • Present to internal team and stakeholders through focus groups, workshops, meetings.
  • Advise management of ad-hoc projects; leads project teams in processes or problem resolution and consensus building and ensures ongoing communication and co-ordination between project team and stakeholders
  • Monitor and report on financial activity to senior management, Council and the Ontario government.

Leadership:

  • You will provide leadership to the business area as needed through coaching, developing and mentoring staff. Also leading project teams in processes or problem resolution may also be required between project team and stakeholders. 

 

What You Bring:

  • University Degree in Finance, Planning, Economics, Commerce, Mathematics or related discipline (preferably at the Masters Level), or an accounting designation, or a tax related designation with at least 5 years’ experience in financial analysis and municipal finance
  • Effective supervisory skills attained through one to three years supervisory experience to manage direct reports including coaching, mentoring and conducting performance appraisals
  • Demonstrated thorough understanding of financial analysis, accounting, municipal operations and practices proven thorough knowledge of the Municipal Act, Assessment Act, and municipal government administration
  • Demonstrated understanding of project management principles is considered an asset
  • Organizational skills to prioritize manage and integrate components of the work plan
  • Interpersonal skills, including supervisory and facilitation skills, to manage complex relationships and serve as an effective liaison with Region of Peel staff at all levels
  • Strategic mindset that can connect developments experienced in one program area with potential impacts on the long term financial sustainability of the Region and related financial policies
  • Ability to exercise political acumen and independent judgment and discretion in dealing with members of Council while also providing sound advice on complex finance matters
  • Effective communication skills and an ability to make professional presentations to diverse audiences
  • Sound knowledge of multiple computer applications including Microsoft Office Suite (e.g. Word, Excel, Access, PowerPoint) and Project Management applications (MS Project, Visio or equivalents) and others

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection.
