Specialist, HRMS 
Corporate Services-Human Resources 

 

Status: (1) Contract Full Time; up to 13 months

Salary Range: $92, 151 - $115,189 per annum + comprehensive benefits

Hiring Range: $92,151 - $103, 670 per annum plus comprehensive benefits

Location: 7120 Hurontario Street, Mississauga, ON
Hours of work:
 35 hours per week 

 

This position provides management and employees with expert knowledge, guidance, recommendations and support on HR Service Delivery administration and processing. This includes accountability for complex analysis, maintenance and assistance with the development and implementation of these programs. Provide expert advice and guidance for some HR Service Delivery projects. This position ensures corporate consistency and compliance with Regional policies, legislations, and collective agreements. Create and maintain all applicable SAP SuccessFactors and Workforce Software HRMS related tables and functionality. 

 

Key Responsibilities:

Key HR Service Delivery resource for pay and reporting time (Employee Service Centre & Payroll). Often work with other departments and area municipalities to advise and set business process and administration.

  • Key resource for high-level administration. Offer advice on new and current processes.
  • Responsible for conflict resolution and interpretation for complicated administration
  • Analyze survey results and formulate recommendations supporting the Region’s pay & time philosophy on payroll and time management planning, program implementation and costing
  • Provide recommendations and assist in development of new business practices and/or programs and initiatives
  • Provide interpretation of legislation and internal policies in order to ensure compliance with applicable laws and regulations and adherence to Region’s philosophy
  • Provide guidance, coaching and support to all management and employees on interpreting related policies and business practices and collective agreements.
  • Ensure corporate consistency for administration of all related policies
  • Make recommendations as well as test and implement efficiencies and service improvements and implementation of industry best practices
  • Liaise with external comparator groups for best practices and process improvements

 

Analysis and Reporting:

Key resource for reporting which provides systematic measurement to HR Service Delivery and other agencies.

  • Prepare complex and specialized documentation, statistics, and analysis for HR Service Delivery reporting (examples may be Timesheet reporting, PSSD reporting, Elected Official report, absence management, etc)
  • Prepare complex and specialized documentation, statistics, analysis and recommendations on administration
  • Conduct complex research and analysis for policy development in order to provide recommendations
  • Prepare annual or monthly reconciliations, as required, for reporting
    • (for HR Service Delivery includes timesheets, absences, T4 and T4A reporting, employee rate changes, OMERS audit reports, In lieu O/T, PA results , etc.)
  • Collective agreement entitlements review for payouts, i.e. vacation.
  • As applicable calculate pay equity, collective agreement and non-union retro payments upon ratification, input salary grades, individual rates for pay equity, band minimum adjustments, etc.

 

Communication:

Provide information, clarification and interpretation to management and employees Provide interpretation and assistance with HR Service Delivery practices

  • Respond to Ask the CAO questions as applicable
  • Develop and maintain a cooperative and collaborative relationship with external and internal business partners HRMS
  • Key resource for the specifications and development of custom reports
  • Run and prepare analytical data from HRMS statistical reports
  • Liaise with Human Resources staff for compensation and HRMS pay, time and benefit related information (i.e. Ban Minimum updates, benefit premium changes and grade/step updates and./or changes)
  • Develop, assign and maintain Job Codes as required
  • Develop, assign and maintain all applicable HRMS tables including year-end table creation and maintenance
  • Functional expert for HRMS modules that affect HR Service Delivery. May include providing expert advice, direction or recommendations that will assist in the development of these modules.
  • Key resource for new system implementations that affects HR Service Delivery.
  • Analyze and test HRMS updates, SAP & WFS upgrades and bundles

 

Other:

  • Represent the Region and participate in networking groups to keep current with best practices
  • May be project lead for HR Service Delivery related projects
  • Provide advice and training to staff within section and project teams
  • Complete various and special survey and information requests for Regional management
  • Where applicable mass Load misc items to WFS
  • Other duties as assigned

 

Qualifications:

  • University Degree in Information Systems, or Business Administration/HR Management with at least 5 years of job related experience in payroll/hr field or equivalent combination of education and experience
  • Expert knowledge of SAP HRMS modules and/or WorkForce Software (Time and Labour, Absence Management, Ben Admin, Performance Management, Job Data, Position Management, etc.) and data management practices to enable ability to design, develop, lead and implement HRMS projects.
  • Understanding of relevant legislation, e.g. Employment Standards Act, Pay Equity Act, etc.
  • Expert skills in Microsoft Office, with some Visio and PowerPoint skills, as well as advanced skills in Excel.
