Human Services – Social Development, Planning and Partnerships

Status: 1 Regular Full Time & 1 Contract Full Time - 13 months 

Salary Range: $92,151 – $115,189 per annum (plus comprehensive benefits)

Hiring Rage: $92,151 - $103,670 per annum

Who we are:The Human Services department provides support to improve the quality of life for the Peel community. This includes income and social supports, affordable housing, and early years and child care supports. Human Services works as part of the broader social services sector; collaborating with community partners, building capacity and providing funding to respond to the needs of people in our community.

Strategic Planning, Management and Evaluation (SPME) Unit, within the Social Development, Planning and Partnerships division in Human Services, provides evidence-informed support to the Human Services leadership team and the department to ensure programs and services address the needs of Peel residents. SPME functions include strategic planning (including the development of division, community-facing, and program plans), enhancing and enabling performance measurement for ongoing performance monitoring, conducting evaluations to understand impact, process and implementation, and supporting process improvements. SPME works with internal divisions in the Human Services department to advance a performance culture that enables the Human Services department to achieve their goals in the areas of Housing and Homelessness, Income and Social Support, Early Years & Child Care, and Community Investment.

 

What you will do in this role:

  • Use strategic planning practices, processes and tools to facilitate strategic and operational planning; create alignment and accountability; develop performance measurement frameworks and evaluation plans to ensure progress towards achieving effective and efficient programs and services for Peel residents
  • Ensure alignment of departmental efforts to the Region of Peel’s Strategic Plan through strategic planning, performance measurement, evaluation and change management methodologies
  • Provide analysis and interpretation on trends, risks and gaps relating to Human Services data for planning and performance measurement purposes, draw cross-linkages between data, reports and community indicators
  • Lead and assist in internal and external facilitations and consultations from a planning, performance and evaluation perspective with a focus on outcomes
  • In partnership with program areas (divisions in the Human Services department), develop and analyze Key Performance Indicators (KPIs) using data that is both measurable and meaningful for assessing the extent to which objectives and outcomes are achieved and where areas for development/improvement are identified
  • Provide evaluation support by facilitating the development of evaluation plans, matrices/questions, and frameworks through appropriate methodologies, including logic models, performance measurement frameworks, evaluation tools, data analysis and report writing to make recommendations
  • Keep abreast of best practices in strategic planning, performance measurement and evaluation and work to build the capacity of the Department through knowledge exchange and developing learning tools to enhance the knowledge of internal staff
  • Provide recommendations and advice with respect to risk management, quality assurance, business continuity and program changes which align with Departmental and client perspectives; recommend new ways to measure and share performance statistics that ensure metrics are utilized to enhance program delivery
  • Demonstrates strong client management skills and the ability to work collaboratively to ensure projects are successful

 

What the role requires:

  • Post-secondary education in Human Services, Planning, Public Administration, Public Service or a related field, combined with a minimum 5 years of relevant experience or an equivalent combination of education and/or experience
  • Strong knowledge of strategic planning, performance measurement and evaluation methodologies including logic model, performance measurement framework and evaluation matrix development
  • Experience in strategic and operational planning aligning to outcome development and creating performance measurement frameworks and knowledge of Key Performance Indicators (KPI) in order to ensure effective measurement relating to the administration of programs, services and processes

 

Skills/Abilities

  • Analytical and critical thinking skills
  • Exceptional communication and facilitation skills, both oral and written
  • Political awareness and sound judgment
  • Proficiency in all Microsoft Office applications (Visio, Word, Excel, PowerPoint)
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

 

Nice to have:  

  • Knowledge of statistical software (e.g., SPSS) and programming (e.g., VBA) is considered an asset
  • Experience in program evaluation methods and practice, including statistical validity and reliability testing, sample size calculations, statistical power, etc. is considered an asset
  • Credentialed Evaluator designation and Credentialed Strategic Planner designation considered an asset
  • Experience in methodologies such as project management change management is considered an asset
  • Experience applying quality and continuous improvement approaches and facilitating quality improvement initiatives in government or public sector settings (e.g., Lean, Six Sigma, or evidence-based process improvement) is considered an asset

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve.
