Financial Support Representative - Recovery

Human Services – Social Development, Planning and Partnerships

Status: (1) Temporary Full Time (up to 12 Months)

Salary Range: $61,104 – $71,810 per annum

Hourly Range: $33.57 – $39.46 per hour

Who we are: The Social Development, Planning and Partnerships division works collaboratively with our community partners and multiple divisions within the Human Services department to enhance effective service delivery, identify gaps in services and efficiencies, and plan, influence and create solutions that positively impact the residents of Peel. We achieve this through program priorities including Poverty Reduction, Community Investment and Community Safety & Well-being. We provide services such as research, analysis, data analytics, technology, recoveries, appeals, eligibility review, business and policy support, training and development, planning, evaluation, continuous improvement, document services, and project expertise. This dynamic group leads support for COVID-19 community recovery, works to strengthen community agencies and the non-profit sector, while enabling achievements across Human Services through their internal supports to all divisions.

 

 

What you will do in this role: As the the Financial Support Representative Recovery, you will ensure that revenue owed to Ontario Works as a result of an assignment and/or overpayment is received by contacting past clients as well as Third Party Agencies. You will receive and post all repayments and reimbursements in accordance with governing Ontario Works legislation and policies through the use of computers and mainframe systems, and to maintain accurate records of all transactions.

  • Provides verbal responses and explanations to participants regarding their overpayments and/or assignments 
  • Conducts telephone interviews with participants to make arrangements for repayment of their overpayments 
  • Provides various letters and statements to clients in order to ensure that they have an accurate record of their overpayment balance
  • Reviews and processes all assignment forms and where necessary liaises with Client Services staff regarding the completion/processing of these forms
  • Enters all assignment information on an independent data system in order to monitor the status of the reimbursement
  • Liaises with various internal and Third Party External Agencies representing the participant in order to verify/exchange information
  • Receives; processes and maintains accurate records of all repayments and reimbursements for the Region of Peel, Finance Department and the ministry of Community and Social Services
  • Ensures all reimbursements and repayments are recorded accurately on both the SDMT provincial computer system as well as an independent data base to ensure the accuracy of the Form 5
  • Deposits all cash, cheques and/or money orders at the Royal Bank on a weekly basis
  • Makes recommendations as to the case management of files based on Ontario works legislation on financial reimbursements due to clients as a result of an excess reimbursement and/or repayments
  • Maintains monthly statistical records as required
  • Maintains independent database by ensuring that all client information is up to date and accurate
  • Retains copies of all documents according to the Corporate and Ministry of Community and Social Services retention schedule
  • Attends mandatory staff training to update and review procedures and policies, attends staff meetings as required
  • Acts as a resource specialist on the completion of various assignments documents
  • Maintains system integrity by updating appropriate computer applications with changes in participant’s information
  • Provides back up services to co-workers, provides information and assists new staff on the Recoveries Team
  • Works in a team environment where information sharing and support are required

 

What the role requires:

  • Completion of a secondary school program or equivalent with one year related post-secondary education
  • One year experience in an accounts receivable or payable position is preferred
  • Mathematical/accounting skills to ensure accuracy of overpayments and/or repayments

 

Skills/Abilities

  • Sound computer skills, must demonstrate intermediate working knowledge of Access, Word, Excel and Outlook applications
  • Analytical and problem solving skills
  • Communication skills both verbal and written, with proficiency in English
  • Time management, organizational skills to prioritize a variety of different projects within time constraints and deadlines 
  • Ability to adapt to technology changes (software/computer programs, policy changes)
  • Research and analytical skills to gather and analyze data
  • Sensitivity towards cultural diversity of applicants/participants
  • Interpersonal skills (oral and written) to communicate with a variety of audiences in order to exchange and provide information as necessary
  • Interpersonal skills for effective liaison with other staff, division, departments, the public, community agencies and politicians in a sensitive and effective manner
  • Ability to work independently and meet deadlines
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

 

Preference will be given to qualified candidates who are currently in the bargaining unit. This position is a bargaining unit position represented by CUPE Local 966. Continuous employment is not guaranteed and may be subject to layoffs as outlined in the Collective Agreement Article 15.

Work Mode & Job Location:

In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.

 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.

 

Please note that additional days in the office may be required for the first 4 weeks as part of the onboarding process.
