Regular Full Time

Salary Range: $83,507 to $99,362 per annum ($45.88/hour - $54.59/hour)

Who we are:

Peel Housing Corporation provides safe, well maintained living environments for tenants in Peel Living and Region of Peel owned properties including: 71 residential properties, two transitional housing residences and three emergency shelters. These services contribute to a positive experience for residents and enhance neighbourhoods where the buildings are located.

 

Position Summary:

Provides policy, program and procedure development and analysis including conducting research, identifying trends, determining financial impacts and preparing reports which advise the Human Services Leadership Team. The Program Analyst develops, implements and maintains programs for the Human Services Department. The Program Analyst supports Program Supervisors in determining the efficiency and effectiveness of Human Services programs and services.

 

What you will do in this role:

  • Maintains a thorough knowledge of government policy, programs and legislation relevant to HumanServices Programs and monitors and analyzes new initiatives. Assesses their impact on the Region of Peel and prepares policies and operational procedures for the Department.

  • Identifies, analyzes and evaluates impacts to current and changing policies, programs, and legislation and develops recommendations for improvements for the impacted Divisional Leadership Team.

  • Develops, implements, and maintains policies, programs and tools to respond to Human Services needs in the Region of Peel including but not limited to social assistance and employment, homelessness and housing services, and child care.

  • Collaborates with other Regional staff as required (for example, for the development of training content, creation of policies and processes, for the implementation of project plans, etc.)

  • Collects, analyzes, maintains and evaluates data on the Human Services needs in Peel including but not limited to social assistance and employment, homelessness and housing services, and childcare and identifies emerging needs for the purpose of Human Services program and policy development and maintenance.

  • Provides information and analytical reports to the Human Services Leadership Team as required which includes identifying trends, determining impacts, assessing risks, projecting future costing and analyzing cost effectiveness to informdecisions and service responses, and reports to Council on matters related to Human Services.

  • Authors reports, including Council reports, related to programs and services offered through the Human Services Department.

  • Provides information and analytical reports to the Divisional Leadership Team to assist in the provision of information to Councilors, constituents, advocates, service providers, local planning groups, area municipalities and community agencies, other regional departments and other stake holders as required.

  • Develops, implements and provides ongoing analysis and evaluation of Human Services programs and services.

     

  • Works collaboratively to maintain close and effective working relationships with other Regional staff, other levels of government, community-based service providers, service users, and the community to ensure awareness of existing and evolving issues and concerns.

  • Participates in staff training to ensure staff are supported in the integration and communication of existing and/or changing policies and reviews procedures and policies by attending staff meetings as required.

  • Collaborates with Regional staff in Purchasing, Privacy, Contracts and Legal in the development of procurements, evaluation of agencies and negotiation of legal agreements including scopes of work, amendments, extensions and payment schedules.

  • Identify political trends and determine policy and financial impacts to the Human Services Department and the Region of Peel.

  • Prepares cost analysis reports and identifies and makes recommendations for improvements.

  • Provides direction, interpretation of policy or other relevant information to all staff.

  • Collaborates with Communications and the Program Supervisor to develop and maintain all informational material for programs including promotional and the external website.

  • Develops and maintains all informational material for programs including fact sheets,and the internal website.

  • Leads/facilitates the development of Divisional or Departmental work groups to ensure coordinated and integrated policy development, program planning and evaluation or the decommissioningof programs where appropriate.

  • Supports departmental and divisional program planning and implementation of service strategy/business plan initiatives.

  • Coordinates activities with internal departments, community stakeholders,and agencies.

  • Develops, informs and manages project work plans,provides updates to internal staff or external agencies, identifies areas of concern, communication activities and budget plans.

  • Completes research and environmental scans on Departmental programs and services and makes recommendations regarding best practices.

  • Creates,coordinates and completes program audits and evaluations to ensure providers are in contract compliance, programs are running as agreed to and prepare a report based on the results.

  • Collaborates with other Regional staff, external partners and community agencies to build community capacity for Human Services programs and initiatives.

  • Utilizes available technology to support the development of reports and supports providers with utilizing the available technology.

  • Other related duties as assigned.

 

What the role requires:

  • Minimum of a college diploma or universitydegree,combined with a minimum of three years work experience in Human Services or other relatedfield specific to program and/or policy development or research, analysis and training related to program administration or management.

  • Specific knowledge of Human Services programs combined with general knowledge of municipal,provincial and federal initiatives, policies, programs and legislation as applicable.

  • Please note: Successful candidates will be required to provide a Vulnerable Sector Police Reference Check prior to hire. The cost for this reference is the candidates responsibiliy

Skills/Abilities

  • Well-developed communication skills, both writtenand verbal, to exchange and provide information necessary through multiple communication channels for a variety of audiences.
  • Strong research skills and analytical thinking to gather, analyze and synthesize informationand data to provide sound recommendations and develop policies accordingly.
  • Effective time management and organizational skills to prioritize a variety of different projects within time constraints and deadlines and the ability to manage multiple portfolios.
  • Strong interpersonal skills to effectively liaise with internal and external contacts and to build and maintain collaborative working relationships.
  • Ability to understand and interpret the Ontario Works Act, MFIPPA, ODSP Act and all other applicable legislation.
  • Ability to consolidate, analyze and summarize program budget, investigate causes of budget variances, prepare regular budget updates and projections, accruals and recommend future investment strategies.
  • Extensive knowledge of multiple computer applications, including but not limited to MS Office, Access, Visio & MS Project.
  • Ability to work within databases to create, analyze and generate reports, including a general understanding of how databases operate.
  • Valid driver's license and access to a vehicle.
  • Ability to work independently with minimal direction
