Project Manager, SCADA  

Public Works - Water and Wastewater Automation and Data Solutions

Status: Regular Full Time

Salary Range: $105,754 per annum- $132,193 per annum(plus comprehensive benefits and vacation accrual)

Hiring Range: $105,754 per annum-$118,974 per annum

Location: Clarkson Water Treatment Plant; 2159 Lakeshore Road West, Mississauga ON

Hours of work: 35 Hours per week 

 

Who we are: The Infrastructure Planning, Partnerships & Compliance team at the Region of Peel focuses on strategically planning and managing the Region's infrastructure to support sustainable growth and development. We collaborate with various stakeholders to ensure that infrastructure projects are delivered efficiently and in compliance with regulations and standards. Our team plays a vital role in shaping the Region's infrastructure landscape to meet the needs of its residents and businesses while promoting environmental sustainability and resilience.The  Automation and Data Solutions team supports the SCADA (Supervisory Control and Data Acquisition) network for capital projects and operations.

 

What you will do in this role: The Project Manager provides effective project management and administrative functions for both departmental projects and capital works projects for water and wastewater, developing project plans, preparing and contributing to tender and contract documentation, monitoring project budgets, directing and assisting contract operations staff and consultants as well as technical advice and support of departmental goals and initiatives.

  • Reviews technical documentation such as project designs, test plans, drawings, and specifications to ensure conformance with Regional standards such as the Process Automation and Instrumentation Design Standards (PAIDS)
  • Liaises with vendors, consultants, contractors and both internal and external stakeholders during all phases of the project from planning to closeout
  • Coordinates effective testing of software in conjunction with Regional standards 
  • Ensures all SCADA related aspects of projects are successfully implemented or replaced
  • Reviews test plans and participate in various factory and site acceptance testing (FAT and SAT). 
  • Leads other SCADA and Instrumentation team members to complete associated project components such as instrument reviews, panel testing and programming
  • Provides strong automation and controls technical support and subject matter expertise to other capital works project managers and operations staff.
  • Supports the programming and technical analyst teams with strong programming knowledge of Allen-Bradley Control Logix PLC’s, industrial networking applications, communications and databases
  • Supports the SCADA Manager with long-range SCADA planning and project budgeting

What the role requires:

  • Bachelor’s Degree in Electrical/Computer Engineering / Computer Science or Technology Diploma in Computer Science and/or Process Automation (CET) 
  • 5 years previous experience
  • Possess knowledge of current security standards for critical infrastructure
  • Possess in-depth working knowledge in the design and specification of SCADA systems and process control equipment
  • Experienced in relevant software including Allen-Bradley Ladder Logic Programming Language, Ignition SCADA, Wonderware SCADA, InSQL, Active Factory, MySQL, MSSQL, OSI Pi
  • Comprehensive understanding of industrial network infrastructure
  • Knowledge of municipal water and wastewater processes and equipment
  • Knowledge of regulatory legislation related to municipal water and wastewater operations and Occupational Health and Safety Act
  • Combination of education and experience may be considered

  • Excellent negotiation, planning, scheduling, budgeting, and project management skills 
  • Strong organizational, communication and collaboration skills
  • Strong communication skills both verbal and written to present project recommendations to senior management, Council, approval agencies and the public converting technical information and recommendations into language to be understood by a variety of audiences.
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

Work Mode & Job Location: In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the 2159 Lakeshore Road West, Mississauga ON (Clarkson Wastewater Treatment Plant)  worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.

 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
