The Infrastructure Planning, Partnerships & Compliance team at the Region of Peel focuses on strategically planning and managing the Region's infrastructure to support sustainable growth and development. We collaborate with various stakeholders and rightsholders to ensure that infrastructure projects are delivered efficiently and in compliance with regulations, standards and the Province’s delegated duty to consult with Indigenous Communities. Our team plays a vital role in shaping the Region's infrastructure landscape to meet the needs of its residents and businesses while promoting environmental sustainability and resilience.

 

The role:

Reporting to the Program Manager Infrastructure Growth and Water Resources Program your mandate will be to provide expert guidance to the section/division in the development of Regional Water and Wastewater Program Master Plans, technical servicing analyses, administration and management of flow (water/wastewater/groundwater) monitoring contracts, key business processes to support infrastructure planning, administer assimilation and evaluation of technical data for new infrastructure and long term strategic infrastructure planning and support Project Managers in projects and unique servicing studies carried out by the water and wastewater program planning group. Provide support to management and staff in troubleshooting and hydraulic modeling of Peel’s water system through the management of Peel’s Info Water hydraulic water modeling application.

 

What you will do in this role: 

  • Develop and administer infrastructure information systems and programs related to flow monitoring (water/wastewater/groundwater), graphical datasets, watershed information, climate impacts, capital planning and cost estimation for DC development, Capital budgets, data input into budget systems.

  • Provide expert guidance to the program manager and manager to prepare information and recommendations on urban development-related plans, infrastructure feasibility functions, identifying trends, anomalies and critical high-risk components of the infrastructure systems,

  • Administer and manage the flow monitoring contract including developing of tender/proposal document, hiring of consultants and contractors. Collect, evaluate and analyze complex technical data and information related to flow monitoring, sewer capacities, storm capacities, intensification issues, and provide technical expertise and recommendations to SOGR, Operations and Capital functions for the Water and Waste water programs

  • Research, collect, evaluate and manipulate data and information to support recommendations relating to complex infrastructure and service problems and identify trends, anomalies and opportunities for improvement in the infrastructure systems

  • Develop GIS datasets, maps, visual representations of data including advance charts and dashboards, and formulate information into presentations and technical reports, Council reports and executive summaries for various audiences

  • Act as technical advisor and specialized technical research representative on specific projects for Project Managers and the Program Manager/Manager, drafting Council reports and technical reports, policies, procedures and guidelines pertinent to program planning goals and objectives

  • Assist project managers, program manager, risk management official on technical analysis with Class EA projects and studies and liaise with internal staff from Public Works as well as with external agencies and municipalities to help develop key Master Plans for water infrastructure related to growth risk assessment and develop key performance indicators.

  • Conduct and/or Review and evaluate existing and new planning tools, processes and software applications to recommend improvements and assist in implementation of new initiatives

    Administer special programs related to civil engineering initiatives requiring collaboration with external service providers and agencies such as Conservation Authorities on climate/rain level data, engineering firms to access flow monitoring programs and models, etc.

What the role requires:

  • Degree in Civil/Water Resource Engineering, or a Certified Civil Engineering Technologist diploma) combined with 5 years of relevant experience. Preference would be for a P.Eng. designation.

  • Knowledge and understanding of hydraulic water and wastewater modeling principles, watershed and drainage principles, infrastructure servicing principles and understanding of infrastructure materials and specifications in Public water and wastewater functions/works and a solid understanding of water and wastewater industry infrastructure engineering principles and systems.

  • Must have a high level understanding/hands-on experience with GIS/CAD software and able to manipulate and produce GIS/Mapping/Google Earth data and data sets. Microsoft Office, PowerPoint,, Visio, Word and advanced skills using Access and Excel, in managing/disseminating data to service planning/delivery functions.

  • Must be able to participate in multiple project teams and represent/provide input and technical guidance into system operational, design and program initiatives and challenges.

  • Must have exceptional customer service skills that require the ability to convert technical information and recommendations into language to be understood by a variety of audiences (engineers, operators, and non-technical staff), and contract administration and vendor management skills to administer external services.

  • Familiarity with industry-standard hydraulic modeling and flow monitoring software such as InfoWater, InfoWorks, and

  • FlowWorks would be an asset.

  • The position requires in-depth technical understanding and knowledge of wastewater infrastructure characteristics and related functions (pressure fluctuations, corrosion, gravity, flow management, fluid mechanics, geology and hydraulics, and engineering technologies); strong analytical and data evaluation skills to source and interpret data and information to lead to technical recommendations for planning and risk management, understand the effects of water and wastewater system changes and impacts to infrastructure and service.

  • The position also requires planning and interpersonal skills to administer programs related to data management and dissemination including management of external service providers, eg: flow monitoring program, rainfall and climate change data, official plan and population projections, etc.

Work Mode & Job Location: In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at the 10 Peel Centre Drive, Brampton worksite. The frequency of on-site work may vary from week to week, depending on operational demands, which can evolve over time.

 

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
