Hiring Range: $81,977 - $92,224 per annum

Who we are:

The Transportation Operations team at the Region of Peel is responsible for managing and improving traffic flow, safety, and transportation infrastructure within Peel Region. Our team focuses on a broad range of activities including traffic signal management, signage, road safety, implementation of traffic calming measures, and the coordination of construction projects to minimize their impact on traffic.

Position overview:

Technical Analyst – Road Permits

Reporting to the Supervisor, Traffic Operations and Safety, in this crucial role you will manage the road permit application process for road occupancy, excess load moving, partial and full road closures and film and special event permits. Your work will ensure the smooth coordination of various activities on our roadways, contributing to the safety and efficiency of our operations.

Technical Analyst – Traffic Safety

Reporting to the Supervisor, Traffic Operations and Safety, you will be responsible for the management of all confidential collision records and analysis of data utilizing Region of Peel, MTO, Peel Police and Ontario Provincial Police standards.

What you will do in this role:

Technical Analyst – Road Permits

• Review and recommend approval for various Regional roads permit applications to ensure that all Regional infrastructure within the Regional road right-of-way is protected and that road safety and operational capacity are maintained.
• Review and process detailed engineering submissions for development applications as it relates to property requirements, storm water drainage and proposed construction of accesses and road improvements within the Regional road right-of-way.
• Review and process road occupancy permits applications for proposed works within the regional road right-of-way.
• Review and process excess load moving permit applications.
• Review and process special event and film permit applications.
• Review, recommend approval and co-coordinate full and partial regional road closures for all special events and construction activities on regional roads.
• Analyze all user fees and provide recommendations for updates and improvements.
• Utilize Hansen software to track, monitor and manage road occupancy permits and excess load moving permits.
• Liaise and colaborate with internal and external stakeholders as required.

Technical Analyst – Traffic Safety

• Conduct In-Service and pre-construction Road Safety Audits to safety concerns and recommend mitigative measures to enhance safety to all road users.
• Manage the eCollision program to ensure contractual compliance, billing accuracy and timely payment of vendor invoices.
• Collect, analyze and interpret traffic collision data to support the safe and efficient movement of pedestrian and vehicular traffic on Regional roads.
• Maintain the Traffic Engineering Software (TES) application and associated collision database to maintain data integrity, accuracy, completeness and alignment with road network changes through validation and correction of collision records and locations.
• Utilize the TES to conduct Network Screening analysis and identify locations with higher levels of Potential for Safety Improvements (PSI).
• Conduct a variety of traffic related studies, analyzes data manually or through computer applications and prepare reports.
• Have an excellent working knowledge of the Highway Safety Manual (HSM) and the application of Collision Modification Factors (CMFs) to evaluate recommended road safety improvements.
• Review functional design plans to ensure compliance with geometric design, traffic control, signing and pavement marking requirements for capital and development projects.
• Develop and implement road safety education, outreach and communication strategies to promote safety on Regional Roads.
• Collaborate with Councillors, Peel Regional Police, Ontario Provincial Police, the general public, and represent the Region on various road safety committees and working groups.
• Conduct research and evaluate emerging road safety and traffic calming devices to make recommendations for implementation within the Region of Peel.
• Work closely with Purchasing to support the procurement of new traffic engineering products, technologies and professional services.
• Provide road safety input into Environmental Assessment (EA) studies and Capital Road projects.
• Perform other related duties as assigned.

What the role requires:

• Successful completion of a degree or diploma in Transportation/Civil Engineering Technology or a related field.
• 3 to 5 years of relevant and progressive experience related to the planning, operation and/or management of a Regional road system is considered an asset. An equivalent combination of education and experience in traffic operations, road safety or transportation engineering will also be considered.
• Knowledge of and understanding of the Highway Traffic Act (HTA) and other relevant legislation, Planning Act, Institute of Transportation Engineers (ITE), Ontario Provincial Standard Drawings (OPSD), Transportation Association of Canada (TAC), Ontario Traffic Manual (OTM), Highway Capacity Manual (HCM), and other related design and transportation engineering standards, manuals, legislation and best practices.
• Knowledge and understanding of the EA process and its application to transportation projects.
• Knowledge of engineering design standards, related codes, regulations, tendering/contract process and contract administration practices.
• Proficiency in the use of computerized traffic engineering applications and methodologies.
• Possession of a Valid Class G driver’s license in good standing and access to own transportation.

Work Mode & Job Location: In this role, you'll enjoy the flexibility of a hybrid work arrangement. This means you'll have the ability to work off-site and on-site as needed, depending on operational needs at your home location of 10 Peel Centre Drive, Brampton worksite. The frequency of on-site work may vary from week to week, depending on operational demands, but will be a minimum of two days per week and may evolve over time.

It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.

Effective July 1, 2027, responsibility for Peel’s regional roads will transfer to the Cities of Brampton and Mississauga and the Town of Caledon. This change is part of the provincially led Peel Transition Implementation Act, 2024.
