Advisor, Public Sector Network

This position is responsible for the overall design, development, construction, installation and maintenance of the PSN fibre network for use by the Region of Peel and PSN Subscribers, in a shared partnership with the 3 local municipalities and Peel Regional Police.




  • Plan and manages the design and construction of aerial and underground fibre network for new regional locations ensuring high availability/fail-over where feasible
  • Plan and manages the design and construction of external wireless access points to provide network connectivity for mobile workers and hard to reach locations
  • Mentors and coaches Infrastructure Analyst in the maintenance and support of the PSN fibre network
  • Determines technical resource requirements, prepares work schedules and directly oversees work of external vendors 
  • Manages the integration/segregation of Peel Region Police fibre usage which requires distinct and separate physical network connectivity
  • Prepares application for access to easements for approval by the cities’ Public Utilities Commissions
  • Prepares railway access agreements for crossing either CP, CN or ORDC railways
  • Schedules outages by working with vendors, partners, subscribers and associates such as Blink, Bell Canada, and HydroOne Telecom
  • Analyses patches recommended by manufacturers, determines the severity of vulnerabilities and the stability of the patch, and deploys the patches
  • Researches, provides expert advice, recommends and implements new products or services to improve wired and wireless network performance
  • Works as part of a multidisciplinary team, contributing PSN fibre requirements and costs to IT project plans, operating plans, implementation plans, and ongoing support of IT service delivery
  • On behalf of the PSN Partnership (Town of Caledon, City of Brampton, City of Mississauga and Region of Peel):
    • o Reviews work being done by all PSN partners, recommends changes that will benefit all partners, streamlines vendor design & construction activities, and manages vendors activities in the field 
    • o Provides expert advice and mentors area municipalities’ technical staff in order to ensure overall fibre integrity
    • o Provides team leadership to PSN Team which includes the network technicians from the Town of Caledon, the City of Brampton, the City of Mississauga and Peel Regional Police and mentors the team members as appropriate
    • o Recommends changes or upgrades to the PSN Steering Committee in order to circumvent potential congestion, bottle necks or conflicts in the shared fibre network
    • o Documents and maintains the PSN inventory and configuration on behalf of the partnership utilizing specialized GIS software
    • o Oversees the vendor during the quarterly PSN inspection and preventative maintenance process, recommends the priority of repairs, and oversees the repairs 
    • o Utilizes technical methods to identify location of fibre breaks, notifies affected municipal technical team, and directs the resources/vendors to execute the repairs
    • o Provides senior level technical support to area municipal staff, subscribers and Police for fibre incidents and problems 
    • o Directly negotiates with utility and telecommunication companies (Blink, HydroOne Telecom, Rogers, Bell Canada and Hydro companies) for the shared/consolidated execution of pole relocates or road widenings
  • On behalf of the PSN Subscribers (Trillium Hospital, William Osler Hospital, Credit Valley Hospital, Sheridan College, University of Toronto):
    • o Oversees the vendors for the design, construction, repairs, and upgrades to the fibre network on behalf of PSN Subscribers to ensure the subscribers have high speed network connection between their facilities 



  • University or college graduate in computer science or related discipline with minimum 5 years’ experience in a similar technology infrastructure environment or an equivalent combination of education and experience
  • Experience in technology infrastructure with advanced skills in planning, design and construction of outside plant fibre network
  • Thorough knowledge of fibre design practices and standards, related codes, regulations and safety acts
  • Proven expert knowledge and/or certification in BICSI (Building Industry Consulting Service International) standards as they relate to telecommunications, network, outside plant, wireless, information transport systems, and electronic safety and security
  • Knowledge of networking systems, protocols, and standards such as Ethernet, LAN, WAN, VoIP, DSL, TCP/IP, 802.1x and fibre optics
  • Advanced knowledge of local and wide area networking
  • Advanced knowledge of Public Utilities Coordinating Committee (PUCC) procedures, pole access agreements, irrevocable right to use agreements and subscriber agreements
  • Progressive technical knowledge and knowledge of best practices in Information Technology service delivery such as SDLC, PMBOK, COBIT and ITIL
  • Able to travel to various regional locations; and able to work evenings, weekends and holidays, on-call rotation and/or shift work
  • Lifting of equipment routinely required. 
  • Demonstrated attention to detail, practical problem solving abilities, ability to proactively identify opportunities and quickly implement solutions
  • Driven to continual improvement of processes and working environment 
  • Strong team player with excellent customer service skills along with a demonstrated commitment to service excellence, quality and client communication
  • Demonstrated analytical skills along with excellent organizational and time management skills with the ability to work independently or as part of a team
  • Exercise sound judgement and make decisions within scope of position


Contract Duration: up to 13 months 

Work Location: 10 Peel Centre Drive, Brampton

Hours of work: 35 hours /week- Monday through Friday, 8:30 am -4:30 pm
