Director, Water Supply

Public Works Department

Our Public Works Department is looking for a Director, Water Supply to lead the Operations and Maintenance of our treatment plants, wells and transmission system as well as the distribution to residents and businesses along with the Design and Capital Construction program to service future growth and state of good repair of existing infrastructure.

The Water Supply Division’s main focus is to provide safe potable water to approximately 1.4 million residents and businesses in the Region of Peel and including York Region. This is done by ensuring compliance with various Regulations including the Safe Drinking Water Act and our operating licenses with the MOECC.

The role…

Reporting to the General Manager, Water and Waste Water you will be lead a team of professionals and front line staff as well as managing a large outsourced operations and maintenance vendor.

You will be accountable for…

  • Providing strategic and operational leadership and direction to a multi-disciplinary management team.
  • Delivering the 10 year Capital plan for growth and state of good repair.
  • Ensuring Peel is in compliance with all MOECC regulations and the Drinking Water Quality Management System (DWQMS) which is provincially regulated to ensure we Peel maintains its operating license. This includes a financial sustainability plan, operations, maintenance and business continuity plans.  
  • Providing contract Management of the OCWA contract for South Peel for both Water and Wastewater programs including annual reporting to Council.
  • Influencing and working in collaboration and partnership with internal and external stakeholders, other levels of government and additional key stakeholders to advocate and represent The Region of Peel and Peel’s residents on water supply regulations and policy.
  • Promoting a continuous improvement culture, including identifying and implementing innovative solutions and exploring best practices in the fields of operations, maintenance and construction.
  • Monitoring the progress of major initiatives, programs and capital projects to ensure outcomes are achieved.
  • Leading the collection and analysis of key data and creating dashboards which proactively inform decision making based.
  • Developing long range strategic plans and business plans that support recommendations to the General Manager, Commissioner and Council on project priorities, means of resourcing/service delivery and costs.
  • Interpreting business impacts of legislation changes related to water supply, health and safety, infrastructure design and construction, and official and Master Plans.
  • Collaborating with Peel Area Municipalities on various aspects that may have impact on the water supply program and build consensus on how to achieve improvements.


  • University degree or equivalent in engineering or related fields, combined with at least eight (8) years of experience leading and delivering a combination of front line operations, planning and construction.
  • Proven ability to lead, influence and motivate a team multidisciplinary team of professional and front line bargaining and non-bargaining staff
  • In-depth knowledge of Design, Construction and operational processes of water and wastewater treatment systems.
  • In-depth knowledge of applicable engineering legislations, regulations and standards to ensure adherence.
  • Working knowledge of relevant environmental legislations.
  • Highly developed skills in leadership of people and programs; communications, conflict resolution, building partnerships, change management and political acumen.
  • Demonstrated critical analysis and thinking to proactively inform decision making and are objective and measurable.
  • Proven presentation skills including the ability to present to diverse audiences both internally and externally.
  • Proven ability to manage and resolve conflict including outstanding problem solving abilities and strong mediation and negotiation skills.
  • Proven systems thinker to ensure an integrated service delivery model with other levels of government and agencies.
  • Strong political and business acumen.

 Location: 10 Peel Centre Drive, Brampton ON 

Hours of work: – 35 hours/week
