Job Description

Commissioner of Digital and Information Services and Chief Digital and Information Officer


The Region of Peel is modernizing its services and workforce and recognizes that traditional modes of improvement and transformation require rethinking if we are to stay relevant to the constantly evolving community and employee expectations.   We are looking for someone to join our team to make this happen.

Successful implementation of Peel’s Digital Strategy is critical to transforming how we deliver our programs and services to Peel residents.

The Digital and Information Services Department is comprised of 4 divisions:

  • Digital
  • Operations
  • Research
  • Community Delivery

Are you a collaborative relationship builder and impactful communicator who can work across functional teams and with internal and external stakeholders to lead the execution of our Digital Strategy and support the Region to achieve its business outcomes?

The role…

Reporting to the Chief Administration Officer you will be a member of, and responsible for working in partnership with the Executive Leadership team to drive and transform how the Region uses digital technology and information technology to deliver with your business partners programs and services supporting the Region’s Strategic Plan.


We have all the key pieces in place:


  • Top Level Commitment. Our CAO and Executive Leadership Team is fully committed to the Digital Strategy and providing the change leadership and demonstrating the required shifting mind-sets and culture for success.


  • Digital Strategy. Digital Strategy has been developed in consultation with internal and external stakeholders and consultants.


  • Governance Model. A supporting governance model with joint business and technology oversight and appropriate delegations of authority. 


  • Roadmap and Supporting Resources. A clear operating model, governance framework, enterprise wide target state architecture and change management capabilities that are balanced and aligned.


You will be accountable for…

  • Providing strategic and operational leadership to the digital and information technology department. As an executive leader within the organization you will inspire, motivate, coach and engage the team through the demonstration of our organizational values and leadership competencies.
  • Leading the implementation of the Region’s Digital Strategy that will allow Peel to provide customer focused digital service to the residents and businesses of Peel.
  • Utilizing research and business intelligence to provide the organization with information, intelligence, knowledge and insight to effectively inform decision making.
  • Optimizing service delivery and operations.
  • Building and maintain strong collaborative relationships and partnerships with residents, employees, and 3rd party vendors to in the implementation of the Digital Strategy.
  • Leading the Digital and Information Services Department to achieve its mandate with the resources provided.
  • Leading the organization as an involved member of the Executive Leadership team.



  • Demonstrated leadership capability to develop and convey a compelling vision, inspire confidence and advance a strategic agenda across a complex organization.
  • Graduate level degree in a related field (e.g. Computer Science or Business Administration).
  • 10+ years’ of progressive IT, digital, data and business work experience with a broad range of exposure to various technical environments and business segments, or an equivalent combination of experience and education.
  • 5+ years’ demonstrated senior leadership experience in people management with a proven ability to build, mentor, coach, engage, and motivate a team of digital and information technology professionals.
  • Demonstrated proven track record of achieving measurable results when executing complex and transformational initiatives for large organizations as well as implementing digital services.
  • Demonstrated ability to apply innovative thinking with an advanced ability to link strategies and planning to business objectives and an ability to move seamlessly between strategic and operational thinking.
  • Excellent judgement and creative problem solving skills, including influencing, consulting, negotiation, conflict resolution and the agility to lead and drive complex and critical solutions through ambiguity and while adapting to changing priorities.
  • Demonstrated ability to communicate technical information with impact, passion and excitement to a diverse audience in a manner that establishes rapport, persuades others, and gains trust and understanding.
  • Excellent written and verbal communications skills, including presentation skills, coaching, counseling, advocating, negotiating and conveying complex material in a manner appropriate to different audiences.
  • Excellent customer service and relationship building skills in order to partner with both internal and external stakeholders.
  • Demonstrated knowledge and understanding of performance measurement and an ability to evaluate trends in order to provide recommended process improvement changes to enhance operational efficiencies.
  • Solid knowledge of budgeting, balance sheets and financial reports. 
  • Demonstrated high standards of ethics, integrity, respect, accountability and upholding the public interest, and to use them in evidence informed decision-making. All leaders at the Region of Peel are expected to live and demonstrate Peel’s Leadership Competencies.  
  • Political and business acumen is required.
