Advisor, Wastewater Inflow & Infiltration Remediation

Position Summary:     


Reporting to the Program Manager Infrastructure Planning State of Good Repair (SOGR), this position is primarily responsible for the management of the Inflow and Infiltration (I/I) Remediation program including the development of new and refining existing processes to implement the Region’s I/I Reduction and Mitigation Strategy. In this role, you will be responsible for all associated contracts, data management, analytics and reporting, coordination of field investigations, stakeholder communications, needs analysis and solutions development for the I/I mitigation and reduction including downspout disconnection Program, Household Drainage Survey and other related works. This role is also responsible for developing Request for Proposals and Request for Tenders for works associated with the Program and related scheduling and contract management.   You will ensure the effective implementation of the Inflow and Infiltration Remediation program and ensure the provision of excellent customer service to all impacted and participating residents in the program.  The incumbent is responsible for monitoring the results, providing documentation associated with the program and the development of presentations and communications to key stakeholder groups including various Task Force, local municipalities, conservation authorities,  Senior Management and Council.   This position will be required to interface with vendors, contractors, internal technical and CUPE staff to organize work.


Major Responsibilities:


  • Develop an implementation program for Region’s multi-year Inflow and Infiltration Reduction & Mitigation Strategy in coordination with relevant stakeholders and as per Region’s Vision and Council priorities
  • Responsible for carrying out I/I studies and investigations to assess and re-baseline catchments and management of all I/I related data and analysis
  • Carry out needs analysis and develop solutions. Prepare scope of work and budget for the recommended solutions for implementation
  • Annual Performance reporting, audit and reset objectives
  • Develop GIS datasets, maps, visual representations of data including advance charts and dashboards, and formulate information into presentations and technical reports, Council reports and executive summaries for various audiences including senior management and stakeholders
  • In coordination with other internal stakeholders, formulate and facilitate the delivery of different Program Areas of the Region’s I/I Reduction and Mitigation Strategy such as Downspout Disconnection Program, Household Drainage Survey Program and related activities
  • Prepare the necessary Pre-qualification documents to identify consultants, contractors qualified to undertake the investigative and remediation work.
  • Prepare Tender documents to complete smoke testing, dye testing, and Household Drainage Survey program(s) and select contractor
  • Oversee and manage smoke testing, dye testing and other related investigative program(s) contractor, payments, performance etc.
  • Ensure the delivery of excellent customer service with effective coordination of tasks and work of contractors. Work with internal stakeholders and Communications staff to ensure effective communications are available to impacted residents regarding the program 




  • Degree in Civil/Water Resource Engineering or Environmental Science, or Certified Civil Engineering Technologist diploma (C.E.T) combined with 10 years of relevant experience of planning, operational and construction experience with a focus on basement flooding and inflow and infiltration remediation strategies and contract management 
  • Professional Engineer (P.Eng) designation preferred
  • 10 years operational experience in Wastewater Collection Systems, experience with basement flooding remediation strategies and as a Project Manager. Demonstrated experience in inspection and assessment of wastewater infrastructure is a must with specialized knowledge in remediation techniques and private property servicing configurations
  • Specialized knowledge of CCTV equipment, reporting and operational practices, and trenchless technology is an asset. An equivalent combination of education and experience will be considered
  • Must have a high level understanding/hands-on experience with GIS/CAD software and able to manipulate and produce GIS/Mapping/GoogleEarth data and data sets. Microsoft Office, PowerPoint,, Visio, Word and advanced skills using Access and Excel, in managing/disseminating data to service planning/delivery functions
  • Must be able to participate in multiple project teams and represent/provide input and technical guidance into system operational, design and program initiatives and challenges
  • Must have exceptional customer service skills that require the ability to convert technical information and recommendations into language to be understood by a variety of audiences (engineers, operators, and non technical staff), and contract administration and vendor management skills to administer external services
  • The position requires in-depth technical understanding and knowledge of wastewater infrastructure characteristics and related functions (operations, materials, inflow/infiltration investigations and remediation, fluid mechanics, geology and hydraulics, and engineering technologies and standards); strong analytical and data evaluation skills to source and interpret data and information to lead to technical recommendations for planning and risk management,  ability to understand and interpret engineering drawings


Work Condition:


The position requires an equal amount of time to be spent in the office and in the field at the project site to support residents and contractors undertaking the work. This will require some time in inclement weather conditions. This will include exposure to fumes and loud noises, and requires the individual to wear safety footwear, clothing and protective head, eye, ear wear as required and be knowledgeable of Health and Safety legislation
