Job Description


Water Program Optimization Specialist

Regular, Full-Time

Public Works – Water


Responsible for providing technical, analytical, and contract management support to the Manager including the identification, assessment, evaluation, and recommendation of best management practices, new initiatives and program performance measures. Also provides contract management of various outsourced services and responsible for the coordination of efficient, effective and consistent administrative practices between the yards.


Major Responsibilities:


  • Coordination and contract management of water/wastewater locate services and ON1CALL 
  • Lead process documentation and optimization/standardization efforts related to operational and maintenance processes (including locate processes) 
  • Sectional lead for benchmarking initiatives and best management practices evaluation 
  • Responsible for providing Operational support including operational procedures to the Manager and Section related to the identification, assessment, evaluation and recommendations of actions related to emerging issues, and new initiatives 
  • Prepare, review, edit and coordinate reports and budgeting activities such as the tri-annual report, Capital and operating budgets
  • Review PUCC applications and provide comments related to operational impact 
  • Participate in departmental and divisional initiatives 
  • Knowledge of relevant water legislation 
  • Ensure internal audit recommendations are being followed 
  • Act as project lead for special projects as assigned by the Manager 
  • Prepare council reports, procurement awards, technical summaries and various memos 
  • Research and compile information for special assignments 
  • Liaise with various agencies to research initiatives 
  • Respond to internal clients and customer service inquiries




  • Degree in Business Administration with a focus on research, analysis and continuous improvement 
  • Minimum of 3- 5 years’ experience or acceptable equivalent combination of education and experience. Experience and certification in Water Distribution is desirable 
  • Knowledge and background of water distribution systems to ensure long-term sustainability 
  • Good knowledge of relevant legislation (Environmental, Labour and Safety) 
  • Knowledge of business/financial principals and practices as they relate to the water transmission and distribution systems 
  • Strong working knowledge in MS Office (Excel, Word, Powerpoint, Outlook), Hansen, GIS and, PeopleSoft systems 
  • Excellent communication (verbal and written ) skills and effective presentation and public relation skills with the ability to deal effectively and courteously with regional, provincial and federal officials, other government agencies, the general public and staff


Location: 2 Copper Road Brampton

Hours of Work: 35 hours per week, 8:30am -  4:30pm
