The Role…..

Reporting to the Director, Waste Management, you will be managing the Region’s network of Community Recycling Centres (CRC) including all associated service agreements for the operation of the Region’s Re-Use program, Municipal Hazardous and Special Waste (MHSW) program and other product stewardship programs that are facilitated at the CRCs.


You will be accountable for:

  • Manages reporting staff within the section including interviewing, selection, training and orientation of staff
  • Assigns performance objectives, motivates, manages performance, disciplines and if necessary, terminates reporting staff
  • Conducts performance appraisals for immediate report (s) and addresses performance issues involving sectional staff
  • Identifies training and development needs and implements appropriate learning and development programs for sectional staff
  • Provides functional direction, advice and guidance for sectional staff and develops the sectional organizational structure as required
  • Provides expert recommendations to the Director, Waste Management in planning and decision-making related to the operations, resource allocation and program policies at the CRC’s
  • In consultation with the Director and the Divisional Leadership team (i.e. other managers), sets long and short term goals for the section which must support the long and short term goals of the Division. Goals could relate to customer service, business performance, and/or environmental outcomes
  • Organizes and delegates sectional programs and services according to planned targets, policies and priorities and co-ordinates all Human Resources functions, equipment and resources to meet targets and deliverables
  • Manages internal/external partnerships and stakeholder relations to promote business excellence in CRC operations with respect to health and safety, business intelligence, strategic planning, emergency and business continuity planning and staff development
  • Negotiates complex special arrangements and agreements with service providers.
  • Directs, develops, monitors and forecasts annual operating budget and capital budget for CRC Operations and related programs. Monitors expenditures and variances related to same for periodic reporting and action planning
  • Develops policies, procedures and objectives in the area of CRC operations, maintenance, safety, training, system planning, service delivery and process improvement
  • Ensures CRC Operations adheres to Provincial Acts and regulations, municipal by-laws and policies and Regional policies and procedures. Ensures all work is performed in accordance with the Occupational Health and Safety Act and takes appropriate action as required when hazardous work practices are identified
  • Selects methods and directs staff to ensure work is performed in accordance with departmental and divisional quality and service standards to meet the Region’s business objectives while ensuring compliance with relevant legislations, regulations and permits.
  • Resolves escalated operational issues included but not limited to service level concerns, service requirements and customer service complaints related to public waste drop-off, the re-use program, MHSW program and other service offerings at the CRCs
  • Will be responsible for the supervision, discipline and performance management of both unionized and non-union staff



  • University Degree in Business/Commerce, Engineering, Environmental Science, or related field  
  • Minimum 8 years progressive relevant experience in Waste Management in a municipal setting with at least 5 years of demonstrated leadership experience
  • Proven ability to mentor, coach, engage, motivate and influence direct and indirect reporting staff demonstrated through experience in performance management, performance measurement and staff development
  • Excellent judgment and problem solving skills, including consulting, negotiation, conflict resolution and leadership agility
  • Strong critical/analytical decision making and problem solving skills with demonstrated ability to build evidence-based decisions that link to divisional objectives and priorities, moving seamlessly between strategic and operational planning and tactical execution
  • A solid understanding of performance measurement and an ability to evaluate trends in order to make or recommend process improvement changes to enhance operational efficiencies and resource utilization
  • Demonstrated experience managing complex, multi-phase projects and operations
  • Supervisory skills to manage directly and indirectly, a team of professional, technical, administrative and front line staff in both unionized and non-unionized environments
  • Effective interpersonal and communication skills to establish and maintain strong relationships with internal and external stakeholders
  • Strong client service orientation to mentor the team and respond to needs of CRC operations
  • Strong verbal and written communication skills including an ability to effectively convey complex issues and concepts at various levels within the organization by exercising tact, diplomacy and business acumen to identify and respond appropriately to varying situations
  • Demonstrated administrative and financial skills, including previous experience with budget management

Hours of Work: Regular Full-Time, 35 hours a week
