Job Description

Commissioner of Corporate Services

The Region of Peel is the second-largest municipality and has undergone a major transformation during the past few decades as a dynamic, urban community with a vibrant economic base. The Region of Peel is looking for a Commissioner, Corporate Services who will provide strategic leadership and direction to the Corporate Services Department to meet departmental and Regional service outcomes in alignment with the strategic plan and Regional values.

The Corporate Services Department is comprised of the following central support services:

  • Clerks
  • Human Resources
  • Corporate Strategy Office
  • Office of Climate Change and Energy Management
  • Office of Culture and Inclusion
  • Legal Services
  • Internal Audit
  • Real Property Asset Management
  • Marketing and Communications

The Role…

Reporting to the Chief Administration Officer, you will be a member of the Executive Leadership Team and responsible for working in partnership to lead, drive and execute the department’s mandate to support the organization in providing professional and “best in class” shared services that allow the region to successfully achieve the outcomes of our strategic plan and align with the Region’s vision and mission.

You seek direction and guidance from Council within the relevant scope of responsibilities and ensure effective support to their governance/decision-making role as well as ensure their suggestions, issues and concerns on behalf of Peel residents are effectively addressed.

You will be accountable for….

  • Providing strategic and operational leadership to the corporate services department. As an executive leader within the organization you will inspire, motivate, coach and engage the team through the demonstration of our organizational values and leadership competencies.
  • Providing strategic advice to Regional Council to support their governance and decision-making responsibilities as well as ensure effective resolution of issues that may arise.
  • Leading three Term of Council Priorities ensuring outcomes and targets are defined, measured and achieved.
  • Optimizing service delivery and operations, ensuring they are client-focused, efficient and achieve desired outcomes.
  • Leading the organization as an engaged member of the Executive Leadership team.
  • Working in partnership and collaboration with Finance and the departmental leadership team(s) to lead the development of the annual planning and budgeting process, including business case development and seeking CAO and Council approval as well as managing the department's budget, including complement control.
  • Developing collaborative relationships and partnerships with internal and external stakeholders that include Regional Councillors, all levels of elected officials, Provincial and Federal government bodies, local municipalities, Conservation Authorities and union representatives as required.

What we are looking for…

  • Demonstrated leadership capability to develop and convey a compelling vision, inspire confidence and advance a strategic agenda across a complex organization.
  • Graduate level degree in a related field (e.g. Public Policy or Business Administration).
  • 10+ years’ of progressive business work experience with a broad range of exposure to various corporate support functions and business environments, or an equivalent combination of experience and education.
  • 5+ years’ demonstrated senior leadership experience, with strong people management skills including a proven ability to build, mentor, coach, engage, and motivate a multi-disciplinary team.
  • Demonstrated proven track record of achieving measurable results when executing complex and transformational initiatives for large organizations.
  • Demonstrated ability to apply innovative thinking with an advanced ability to link strategies and planning to business objectives and an ability to move seamlessly between strategic and operational thinking.
  • Excellent judgement and creative problem solving skills while working in a complex, ambiguous environment that must be adaptive to change.
  • Demonstrated experience in leading and driving complex solutions through influencing, consulting, negotiation and conflict resolution.
  • Demonstrated ability to communicate information with impact, passion and excitement to a diverse audience in a manner that establishes rapport, persuades others, and gains trust and understanding.
  • Demonstrated inclusion as a leader, including the ability to listen to diverse perspectives and viewpoints, be open to new ideas and approaches and integrate these into tangible solutions.
  • Excellent written and verbal communications skills, including presentation skills, to convey complex material in a manner appropriate to different audiences.
  • Excellent customer service and relationship building skills in order to achieve outcomes in partnership with both internal and external stakeholders.
  • Demonstrated knowledge and understanding of outcome/service based planning, budgeting and performance measurement and an ability to utilize data to inform decision-making with respect to the value or return on investment that is being provided to Peel residents.
  • Solid knowledge of budgeting, balance sheets and financial reports.
  • Demonstrated high standards of ethics, integrity, respect, accountability and upholding the public interest. All leaders at the Region of Peel are expected to live and demonstrate Peel’s Leadership Competencies.
  • Political and business acumen is required.
