    Director, Enterprise Asset Management

    Finance Department, Enterprise Asset Management

    The Region of Peel is looking for a Director, Enterprise Asset Management to lead and provide management, guidance and direction in the development and sustainment the Region’s Enterprise Asset Management program. This program will provide a framework for managing the Region’s infrastructure and other assets.

    The Role....

     

    Reporting to the CFO & Commissioner of Finance, the Director Enterprise Asset Management will be a member of the Finance leadership team (DLT). The strategies and solutions developed under the Enterprise Asset Management program will ensure the sustainability of Regional assets while providing business intelligence, reporting and analysis to support various Regional programs e.g. linear assets including Water and Wastewater, Roads, vertical assets including Regional facilities such as Long Term Care, Affordable Housing and administrative facilities, as well as fleet and IT infrastructure. The director will also provide strategic asset management support to external agencies such as Peel Regional Police, OCWA, Peel Housing Corporation and other social housing providers.

     

    What you will be doing ...

    • Lead, support and guide the work of staff focused on enterprise asset management.

     

    • Lead the development and sustainability of the Region’s Enterprise Asset Management program by engaging program directors, managers and internal experts along with external vendors to ensure a highly coordinated and effective approach to planning and implementation.

     

    • Lead the development of a risk based approach to enterprise asset investment planning (e.g. Water, Wastewater, Roads, Fleet, Facilities including Long Term Care, Paramedics, Waste and Administration) including establishment and monitoring of asset levels of service.

     

    • Lead the development and implementation of the Region's long term (up to 100 years) enterprise asset management strategy including asset productivity, asset performance and knowledge management.

     

    • Lead the procurement and performance management of various outside vendors for determining business needs, the provision of software solutions and implementation across the Region.

     

    • Lead the development of the annual Infrastructure Stewardship report card for Council the public and executive stakeholders.

     

    • Lead complex change initiatives, ie. integrated enterprise asset management technology solutions and data standards ensuring effective engagement and collaboration to achieve desired outcomes.

     

    • Lead and facilitate leadership level discussions and agreement about integration of plans across departments, monitoring and promoting opportunities for integration and collaboration in service delivery using an Enterprise approach.

     

    • Lead the identification and analysis of asset management issues and risks, developing solutions and promoting a commitment to new approaches and initiatives to resolve divisional/departmental challenges.

     

    • Support Commissioners and/or directors (including Peel Housing Corporation, Peel Regional Police, Social Housing providers and OCWA) in the identification, assessment, evaluation and recommendation of action plans related to changing business requirements and processes, demonstrating a commitment to the maintenance of assets in compliance with regulations.

     

    • Develop and maintain collaborative, trusting relationships with internal (ELT/Directors) and external (e.g. PHC, Peel Police, OCWA) stakeholders and strategic suppliers to positively influence strategies and plans in support of business transformation initiatives.

     

    • Develop and maintain positive relationships with other levels of government to influence asset management policy and infrastructure funding.

     

    • Partner with stakeholders to continually assess and improve internal processes and champion opportunities for integrating processes and services that enhance service delivery and the development of complex business solutions throughout Regional operations.

     

    • Responsible for oversight of the Region’s enterprise asset management budget and development of the annual divisional budget and planning process.

     

     

     What we require ...

     

     

    •  Post graduate education (degree) in Business Administration, Finance, Engineering, Planning or related field with at least 10 years of related experience in asset management for complex organizations.
    • A minimum 8 years progressive change and people leadership experience with a proven ability to mentor, coach, engage, motivate and influence diverse teams, including indirect resourcing.
    • Strategic insight, innovation and critical/analytical decision making with an advanced ability to build evidence-based proposals and link strategies and planning to business objectives, moving seamlessly between strategic and operational thinking and between strategy development and tactical execution of outcomes leveraging ingenuity and innovation.
    • Advanced systems and critical thinking, conceptual and problem solving abilities to identify and analyze issues and risks, develop solutions, influence decision-making and promote a commitment to new approaches and innovative solutions.
    • Strong influence, political acumen and adaptability to work in an environment with changing priorities, short timelines, and limited resources.
    • Strong knowledge of government roles, structures, policies and procedures and awareness of the political environment in which the Region of Peel operates.
    • Demonstrated strong presentation and facilitation skills including the ability to present to various audiences within the organization, Regional Council, and external groups, including other governments, as required.
    • Superior written and verbal communication skills and ability to synthesize, analyze and clarify complex ideas and material, and formulate them into clear, plain language and present to a variety of audiences.
    • Demonstrated tenacity and service orientation with an ability to understand and manage complex relationships within the context of broader issues impacting service quality.
    • Exceptional interpersonal, collaboration, relationship building, consulting, negotiation, conflict resolution skills and political and business acumen to identify and respond appropriately to varying situations.
    • Ability to undertake and manage the procurement and performance management of outside vendors.
    • A solid understanding of performance measurement and an ability to evaluate trends in order to provide recommended process improvement changes to enhance operational efficiencies. 
    • Knowledge of Computerized Maintenance Management (CMM), Enterprise Asset Management (EAM) or other asset management systems, understanding their purpose, capacity and functionality is an asset.

    Hours of work: – 35 hours/week
