    Project Manager, Change Management

    Digital and Information Services Department

    (2) Positions Available: One Regular Full Time Position and One Contract Full Time Position - Approximately 13 months 



    Are you a change management professional who thrives on developing and implementing change management plans to ensure that the people side of change is managed successfully?



    We are looking for an experienced change management practitioner who can create and implement change management strategies to help ready stakeholders for implementing and sustaining the people, process and/or technology change that stems from transformational information technology projects.

    The Change Management Lead will be responsible for the development and execution of change management strategies, plans and tactics for enterprise-wide information technology projects.  



    • Working closely with organizational leadership and cross departmental project teams to develop, plan and execute change management activities that help employees at all levels be properly equipped to initiate and sustain the changes that stem from transformational technology projects
    • Gathering, assessing, and interpreting complex information in order to assess organizational impact and organizational readiness for the change as well as developing and integrating comprehensive change management activities into project plans
    • Conducting and coordinating the activities required in the change management plan, including stakeholder engagement, communication, training, delivering presentations, knowledge transfer and various forms of learning and education
    • Overseeing, monitoring, and measuring the execution and effectiveness of change management efforts through data gathering and measurement in order to provide analysis on their effectiveness for executive management and project team consideration
    • Pro-actively identifying risks to successful change adoption and working collaboratively to develop and implement appropriate responses 
    • Providing advice and support to the project team on advancing project outcomes and supporting executive leadership in their role as change champions
    • Partnering with organizational change management experts to ensure that change management work carried out is in alignment with Regional change management processes, roles and standards
    • Partnering with organizational change management experts to ensure alignment and collaboration between significant transformational projects
    • Partnering with key stakeholders within the department, including business partners, program and project managers, process improvement specialists and technology subject matter experts, as well as with technology vendor partners, on change management work


    • Relevant post-secondary education combined with a minimum of 5 years of experience in change management, including on large scale projects 
    • Expert knowledge of change management principles, methodologies and change processes   
    • Professional change management certification is required (i.e. CCMP, Prosci, etc.) 
    • Project management knowledge and experience; certification from the Project Management Institute (PMI) and knowledge of an agile project management methodology are assets 
    • Proven ability to work in a multi-disciplinary team environment 
    • Organizational skills to prioritize, manage and integrate work plans for a variety of projects
    • The ability to think and plan strategically as well as manage conflicting demands, urgent tasks, and changing priorities
    • The ability to analyze various forms of data, synthesize information to anticipate future trends and consequences and create innovative and flexible plans
    • Strong leadership skills
    • The ability to communicate and display a high level of professionalism in-person, verbally and in written formats
    • The ability to deliver professional presentations to diverse audiences, including senior management
    • The ability to negotiate and engage in sensitive communications internal to the organization and with external stakeholders
    • An advanced ability to deliver and adjust communications according to the audience (i.e. senior staff, the public, stakeholders, etc.)
    • Strong knowledge of the Microsoft Office Suite (e.g. Word, Excel and PowerPoint)
    • Familiarity with information technology
    • Experience in a municipal government environment is an asset

    Work Location: 10 Peel Centre Drive, Brampton. 

    Hours of work: 35 hours/week - Monday through Friday, 8:30 am-4:30 pm
