    Job Description

    Advisor, Enterprise GIS
    Digital & Information Services- Information, Systems and Technology Services

     

    The Advisor, Enterprise GIS is responsible for providing leadership, developing and managing the Corporate GIS Program, including overseeing and/or directly managing the projects that are part of the GIS program, and providing architecture leadership to the GIS technology for the corporation.

    This role functions as an integral part of the IT Solutions Delivery and Support section as the incumbent will be responsible for will chair the GIS Steering Committee and will provide GIS solutions to the Region.

     

    Responsibilities:

    • Develop and maintain the GIS Program, including the identification, definition, approval and oversight of corporate GIS projects
    • Perform the sponsorship functions for corporate GIS projects according to Regional Project Management Methodology
    • May be required to perform project management of some of the most complex GIS projects in the GIS program
    • Design and maintain the governance model for enterprise GIS
    • Chair the GIS Steering Committee for the Region of Peel
    • Represent the Region for GIS technology with other government and private sector organizations
    • Updates and maintains the architecture blueprint for Enterprise GIS that will include as-is architecture, target architecture, and architecture evolution roadmap (1-5 years) aligned with planned projects
    • Defines, designs, develops and maintains comprehensive architectures and standards for GIS software development
    • Provides direction and oversight throughout the project lifecycle of solutions that involve GIS technologies
    • Reviews all design documents for new projects to ensure compliance with GIS architectural policies, standards and procedures
    • Works closely with project team members to understand, document, and confirm requirements
    • Maintains active involvement in related professional associations, and related professional development organizations and develops and maintains liaison with other public sector GIS architecture and Project Management professionals
    • Maintains the allocation of licenses for the Region of Peel for all GIS applications

    Qualifications:

    •  University degree majoring in computer science or Geography/GIS or related discipline
    • AOLS with GIS designation, GISP, or PMP Certification is required
    • 10 years of information technology experience including 5 years of GIS solution delivery and IT Project Management experience
    • 2 years’ experience in managing the daily operations of an ESRI Enterprise GIS environment
    • Advanced skills in application development, data modeling and information architecture, or an equivalent combination of education and experience
    • Understanding of geographic concepts and cartographic principles
    • Experience with geo-spatial technology tools and methods, including desktop GIS analysis, GIS map production, spatial database design, spatial data standards and systems integration
    • Deep understanding of ESRI suite of products
    • Expert knowledge and proficiency in information engineering methodologies, data modelling and architecture repository tools
    • Experience with Intergraph Geomedia is considered as an asset
    • Experience in architecting, designing and implementing high performance and scalable enterprise level systems and the ability to evaluate how the solution will best meet its functional and quality requirements (usability, availability, performance, etc.)
    • Proven experience with object oriented analysis, design, and programming, unified modeling language, model driven architecture, design patterns, service oriented architecture, and business plan modeling
    • Expert knowledge and proficiency in the application and information technologies in use at the Region of Peel (e.g. Oracle, SQL Server, PowerBuilder, Oracle/PeopleSoft, Visual Studio, Java, XML, Toad, Erwin, Sparx)
    • Certification in Enterprise Architecture with recognized architecture framework such as TOGAF, Federal Enterprise Architecture will be considered an asset
    • Certification in Program Management (PMP) from the Project Management Institute is considered an asset
    • Able to lead and facilitate architectural design sessions with business area experts, managers, senior managers and IT staff
    • Strong interpersonal and communication skills to build and foster partnerships with clients, technical team, and management in an audience-friendly manner
    • Strong team player with excellent customer service skills along with a demonstrated commitment to service excellence, quality and client communication
    • Demonstrated analytical skills along with excellent organizational and time management skills with the ability to work independently or as part of a team

    Location: 10 Peel Centre Drive, Suite A,  Brampton

    Hours of work: 35 hours per week/ Monday through Friday
