    Job Description

    Project Manager, Water-Wastewater Program Planning

    Public Works- Water/Wastewater

     

    Do you have experience managing projects within the Water/Wastewater industry with a focus on the State Good Repair capital plans, asset management, and existing infrastructure strategies?

    The Role…..

    Reporting to the Program Manager, Infrastructure Planning and Studies, State of Good Repair, the Project Manager will lead complex water/wastewater projects including complex technical feasibility and risk/condition assessment studies related to infrastructure system/service improvements and  asset functionality affected by components such as inflow, infiltration, physical damage, design/structural anomalies, accessibility, local improvements, etc. and recommend, renewal and rehabilitation strategies and actions plans.

     

    Responsibilities:

    • Leads projects related to the State of Good Repair capital plans, asset management, and existing infrastructure strategies as well as leads projects which identify critical infrastructure system problems and  technical/feasibility studies related to the water/wastewater infrastructure rehabilitation and replacement
    • Works in collaboration with cross- sectional teams within water/wastewater operations, capital works and delivers recommendations for improvement, guides external agencies and  provides preliminary designs and scope of work for capital works projects.
    • Builds sustainable relationships with external agencies, local  and neighbouring Municipalities to collaborate on all aspects of infrastructure coordination and planning
    • Designated Peel lead representative on joint municipal projects such as EAs, and non-Peel infrastructure initiatives with external utilities (MTO, telephone, gas, hydro, roads, etc)
    • Reviews and ensures the scope of impact to existing water and wastewater ifnfrastrucutre are minimized or mitigated due to works performed by external agencies such  as MTO, conservation authorities, area municipalities and other divisions and departments.
    • Prepares feasibility studies for service extension under Local Improvement process including policy and process development for the process.
    • Provides support to the  implemention of the multi year ifnflow and infiltration strategy.
    • Provide project management and team leadership in the execution of assigned projects, including all planning and deliverables while identifying resources,stakeholders, funding and related challenges, prepare project charters, terms of reference, identify and manage scope and projects deliverables.
    • Develops and prepares request for tender  (RFT), request for proposals (RFPs), request for quote (RFQ), prepares technical specifications, forms of tender and special provision for projects
    • Prepares Council reports and procurement awards
    • Develops and delivers water and wastewater infrastructure SOGR capital plans and budget including linear assets, pumping stations and storage
    • Monitors all project financials and progress, negotiates project changes in scope to minimize Peel’s financial risk while maintaining the quality and schedule of the project, supervise consultants and the contractors, develop and execute communication plans with public/council and other key stakeholders, collaborate with approval agencies (MOE, MNR, CA, Utilities, area municipalities, MTO, DFO,etc.) in the exectution of the project

    Qualifications:

    • University/College degree in Civil or Environmental Engineering, Geo Science or Earth Sciences
    • 5 years of relevant Project Management Experienc
    • P. Eng preferred and PMP certification is considered to be an asset
    • Strong technical knowledge of planning and design of water and wastewater infrastructure and related functions (pressure zones, sewer sheds and sewer catchment areas, fluid mechanics, hydraulics, inflows, condition assessment and engineering technologies)
    • Ability to  lead diverse project teams, understand/anticipate the needs of stakeholders and team members and recognize problems/challenges
    • Experience developing project scope and identify and manage internal/external resources, funding and scheduling issues
    • Strong collaboration skills to achieve consensus with approval agencies and internal/external stakeholders
    • Excellent verbal and written communication skills to present project components to senior management, Council, stakeholders and public information meetings
    • Strong problem solving skills to evaluate stakeholder input, technical and logistical components and develop appropriate cost effective solutions
    • Ability to delegate work among project teams and resolve team conflicts
    • Clear understanding of engineering principles in the civil engineering field, and related project team planning and leadership.
    • Technology skills include Excel, Word, PowerPoint, Access, database programs, Micro-station and AUTOCAD tools and GIS applications along with the ability to read and understand engineering drawings.

    Hours of work: 35 hours per week/ Monday to Friday

    Location: 10 Peel Centre Drive, Brampton
