    Specialist, Health Analytics

    Health Services – Strategic Policy & Performance

    Duration: 13 Month Contract

    Brilliant data and computer science, math and statistics are applied every day to marketing and for-profit business problems.  Do we need more people making tech billionaires slightly richer?  Opportunities abound in health.

     

    While many municipalities around the world have developed analytical methods and algorithms to help better focus constrained resources and impact people’s lives, there is still massive untapped potential.  The Region of Peel Health Analytics team is interested in recruiting creative, inquisitive and entrepreneurial individuals who can think differently about how we can use health, demographic, operational and behavioural data to help make people healthier and improve service delivery.  The Region of Peel has a population of approximately 1.4 million people, operates five Long Term Care Homes, Seniors Services, Paramedic Services and provides Public Health functions for its population.  This provides unique opportunities for investigation internally and connections to the broader health system that can lead to meaningful innovation and measurable improvement to our population’s quality of life.

     

    Working with the Health Analytics team, the Specialist, Health Analytics within the Strategic Policy and Performance Division of the Health Services Department will have the opportunity to help build new capabilities as we continue to grow the Health Analytics function.  This role is responsible for support of the planning, execution, communication and implementation of key health analytics work related to data management, integration, analysis, and visualization in a multi-program, multi-sector health services environment.  The Health Analytics team is relatively new within the Region and is continuing to evolve its capabilities and functions from the ground up.  We are seeking individuals who are willing to help shape our services and define what Health Analytics can achieve.

     

    Responsibilities:

    • Lead complex and specialized statistical analysis and problem-solving exercises utilizing data from widely varied programs and services.
    • Mine historical data to discover trends and patterns and develop algorithms to validate existing assumptions and processes.
    • Develop sophisticated data visualization and/or dashboards to make large datasets coherent in order to better understand patterns and explain complex issues and results to decision-makers, partners and the general public.
    • Lead and support data management and integration activities.
    • Manage and coordinate access to specialized health care data sets via other Region of Peel Health Services areas, external government and non-governmental partners, and maintain health data set access requirements and credentials.
    • Direct and guide internal relationships with client groups to ensure Health Services analytics solutions align with the Corporate BI and Information Management Strategies.
    • Provide project leadership in the design and delivery of assigned projects including developing and implementing full-scale project plans, determining project priorities/scope, project documentation and accountability for deliverables.
    • Implement policies, standards, procedures and best practices (governance) with Health Services impact in the following areas: Health information privacy, data integration, linkage of health information data sets, data warehousing, data quality, and data utilization.
    • Monitor emerging industry trends and best practices and integrate into project work and internal processes.
    • Communicate with management and various stakeholders regarding findings, measurement reporting and evaluation of options.
    • Maintain collaborative and supportive working relationships with key internal and external partners and stakeholders.

     

    Qualifications:

    • Entrepreneurial spirit, a passion for data and eagerness to ask un-asked questions, imagine new ways of using data and tenaciously experiment is mandatory.
    • A Master's degree with a minimum of 3 years experience or equivalent combination of education and experience in Statistics, Health Informatics, Biostatistics, Mathematics, Actuarial Science or Data Science related discipline.
    • Experience with health data (eg: Intellihealth, CCHS, Census, etc.).
    • Advanced statistics, descriptive and predictive modeling experience utilizing statistical software packages such as R, SPSS, STATA, MATLAB, etc.
    • Knowledge of data science concepts and data mining techniques such as machine learning, pattern recognition, databases, traditional statistics and graphics to present hidden relationships and patterns found within structured and unstructured data sets.
    • Experience creating and analysing data within databases.
    • Familiarity with data visualization tools and the ability to create custom visualizations using open source and commercial tools.
    • Programming/computer science skills (e.g. Python, C#, Java, etc.) would be an asset.
    • Proficient in use of MS office tools, in particular Excel and Access.
    • Certified Analytics Professional, Certified Business Intelligence Professional (CBIP), etc. designations would be an asset.
    • Highly effective written and verbal communicator.

     

    Compensation: Band 7 As per Non-Union Salary Structure plus comprehensive benefits
    Location: 7120 Hurontario Street, Mississauga

    Hours of work: 35 hours/week – Monday through Friday
