    Our Public Health Division is looking for a Director, Health Protection to provide strategic and operational leadership to a team of Public Health professionals while ensuring the effective delivery of programs and services to the residents of Peel.

    The role…

     

    Reporting to the Medical Officer of Health, you will be responsible for providing strategic leadership and direction to a multi-disciplinary public health team that provides programs and services in accordance with the Ontario Public Health Standards and Term of Council priorities, to reduce infectious diseases and health hazards, and promote health through immunization record screening and comprehensive health promotion strategies.  This includes case and contact management for enteric and vectorborne diseases, environmental health inspection programs, health hazard investigations, and immunization record screening.

     

    You will be accountable for…

     

    • Providing strategic and operational leadership and direction to a multi-disciplinary team of professionals.
    • Motivating, coaching and developing a highly competent and effective team that includes Managers each responsible for multi- disciplinary teams of health professionals and administrative support staff.
    • Ensuring the delivery of the Ministry of Health and Long-Term Care public health standards related to enteric and vectorborne diseases, environmental health, health hazards, tobacco enforcement, and immunization record screening and suspension.
    • Developing service agreements and funding allotments through direct negotiation with Ministries and other organizations including private sector.
    • Providing technical expertise and strategic direction to the field through appointments to provincial committees.
    • Providing expert advice on health issues related to enteric and vectorborne diseases, envornmental health, health hazards, tobacco enforcement, and immunization record screening and suspension in the community.
    • Developing and administering a complex operational budget to support a diverse range of health protection and health promotion programs while providing expert briefings on these programs to the Medical Officer of Health, Commissioner of Health, Chief Administrative Officer and Regional Council.
    • Developing legal agreements as needed to support program and service delivery. Develop Requests for Proposals (RFPs) and research funding proposals.
    • Participating as the program lead in labour negotiations and general labour relations.
    • Understanding and negotiating political boundaries, establish and maintain relationships with counterparts in other jurisdictions, agencies, and with community stakeholders. Participating in local and provincial boards and strategic committees.
    • Providing leadership in the Peel community on public health issues, influencing decision making on issues that affect health status and the delivery of health services.

     

    Qualifications:

     

    • Undergraduate degree in health sciences or health promotion along with 10 years of experience in public health programming.
    • Certification or professional health designation (e.g., public health inspector, registered nurse)
    • Master’s degree in health science, health promotion or other relevant discipline is required, along with skills in business administration, budgeting, strategic planning and research.
    • Proven ability to lead, influence and motivate a multidisciplinary team of professional and front line bargaining and non-bargaining staff.
    • Highly developed skills in leadership of people and programs; communications, conflict resolution, building partnerships, change management and political acumen.
    • In-depth knowledge of public health, health promotion policy and government policies, regulation and accountabilities.
    • In-depth knowledge of provincial legislation mandated by Public Health’s various reporting ministries including the Health Protection and Promotion Act, Personal Health Information Protection Act 2004, and Municipal Freedom of Information and Protection of Privacy Act.
    • In-depth knowledge of public health protocols and professional standards – as dictated by the respective colleges or professional organizations for the regulated health professionals working in the division.
    • Strong political awareness and business acumen, tact and diplomacy and an ability to build strong, collaborative working relationships.
    • Demonstrated change management knowledge and success as a change leader.
    • Expert level verbal and written communication skills.
    • Demonstrated high standards of ethics, integrity, respect, accountability and upholding the public interest, and ability to use them effectively in decision-making.

     

    Hours of work: – 35 hours/week
