    Our Human Services Department is looking for a Director, Affordable Housing Office to lead the development and construction of affordable housing across the Region of Peel. 

     

    The Office of Affordable Housing will be responsible for the delivery of new affordable housing supply to the Region of Peel ensuring we achieve our goal of helping people get and keep housing.

    The role…

     

    Reporting to the Commissioner of Human Services, the Director Affordable Housing Office will be a member of the Human Services departmental leadership team (DLT) and responsible for working in partnership with the Housing Service System Manager, the Peel Housing Corporation and other internal and external partners to implement  Peel’s  10-Year Housing Master Plan.  This includes building new affordable multi-residential housing, regenerating Peel Housing Corporation lands and building supportive, transitional and emergency shelters to meet the community needs identified in Peel’s Housing and Homelessness Plan.  The Director, AHO will oversee the entire housing development process, working collaboratively with partners to acquire building sites, implement pre-development processes, procure, select and negotiate with development partners/contractors, oversee construction, transition existing residential clients on redevelopment sites, rent-up and transition to operations for new builds. 

     

     

    You will be accountable for…

     

    • Leading the implementation of the 10-Year Housing Master Plan‘s Development Action Plan, working through the established governance structure for the Peel Housing and Homelessness Plan (PHHP).
    • Providing leadership and direction to a team of professionals to manage the end to end development of affordable housing through direct, delegated and matrix reporting relationships.
    • Working collaboratively with internal and external partners such as the Housing Service System Manager, Peel Housing Corporation, Development Services, Legal Services, Finance, Peel Housing, Procurement, local municipal Planning Departments, not-for-profit and private developers.
    • Leading complex housing development contract negotiations on behalf of the Region.
    • Ensuring effective community relations protocols and process are in place and executed for impacted communities.
    • Developing, recommending and administering the division’s annual budget (capital and operational) and ensures that the divisions expenditures are controlled and maintained within approved limitations.
    • Identifying resource requirements to meet long-term operational commitments and to ensure financial soundness and viability of projects and services.

     

    Qualifications

    • Relevant post graduate education combined with a minimum of 8 years progressively responsible management experience in planning, real estate and residential construction combined with expertise in the public sector and affordable housing.
    • A minimum 8 years progressive change and people leadership experience with a proven ability to mentor, coach, engage, motivate and influence diverse teams who operate in a project
    • Demonstrated expert level communication skills, including the ability to act as the chief spokesperson for the division on various matters, at public meetings etc.
    • Demonstrated presentation skills including the ability to present to various audiences within and outside of the Region of Peel, must be able to delegate / deliver presentations to Regional and Local Municipal Councils, foster intergovernmental relationship and stakeholder partnerships.
    • Exceptional interpersonal, collaboration, relationship building, consulting, negotiation, conflict resolution skills and political and business acumen to identify and respond appropriately to varying situations.
    • Expertise in organizational change management and change leadership with large corporate initiatives is required.
    • Expert knowledge and understanding of construction rules and regulations.
    • Expert knowledge and proven experience in real estate finance and deal structuring to inform and manage complex negotiations.
    • Knowledge and understanding of housing and municipal land use planning legislation and requirements.
    • Proven record in leading the delivery of complex development projects with multiple internal and external stakeholders on time, on budget and within scope.
    • Proven record in leading the resolution of disputes and impediments to ensure the successful delivery of approved programs and projects.
    • Short and long-term planning skills and ability to assess risk, make critical decisions and execute plans.
    • Proven ability to create, implement and monitor divisional budgets, program and service delivery models, and affordable housing performance measures and benchmarks.
    • A solid understanding of performance measurement and an ability to evaluate trends in order to provide recommended process improvement changes to enhance operational efficiencies.

     

    Hours of work: – 35 hours/week
