    Job Description

    Supervisor, Payroll

    Corporate Services, Human Resources

    Contract Duration - Approximately Thirteen (13) Months

     

    Are you a seasoned Payroll Professional? Do you have experience leading/supervising/coaching a payroll team?

    Do you have advanced skills within Excel and within PeopleSoft HRMS?

     

    Are you up to date with Legislation including Employment Standards Act, Canada Revenue Agency Standards, Pay Equity Act?

    Reporting to the Manager, Total Rewards, the Payroll Supervisor is responsible for the delivery of payroll services to the Region of Peel and Peel Regional Police Services. The Supervisor leads a team of 6-10 payroll experts and provides direction, guidance and mentoring to team members. The Supervisor establishes and maintain relationships with internal and external clients, develops and implements solutions/recommendations for process improvements.

     
    Responsibilities:

    • Supervise and oversee the delivery of all payroll processes for The Region of Peel, Peel Living, and Peel Regional Police 
    • Ensure compliance with 14 collective agreements, non-union policies and complies with legislative requirements
    • Administer service agreements with Peel Regional Police Services
    • Ensure all special payments listed in the non-bargaining policy and bargaining collective agreements are paid according to agreements
    • Accountable for payroll budgets 
    • Provide high-level database functional and technical support for payroll
    • Supervise the payroll team in the day-to-day activities as well as providing guidance and direction in escalated issues
    • Provide coaching and mentoring to payroll team to develop and enhance skills and knowledge
    • Functional expert for HRMS modules that affect Payroll, this may include providing expert advice, direction or recommendations that will assist in the development and testing of these modules
    • Proactively develop solutions and recommendations for new or improved processes for Payroll. This development may include providing complex analysis, functional specifications, testing, process documentation and post go-live support
    • Lead team in business continuity needs
    • Develop and support payroll business practices by constantly seeking efficiencies to improve the quality of the service provided by the area.
    • Primary resource for payroll reporting which provides systematic measurement to support payroll, internal clients and external agencies.

    Qualifications:

    • A University Degree in Information Systems or Business Administration or equivalent 
    • Minimum of (5) five years of experience in payroll field
    • Minimum of (3) three years of supervisory/leadership experience 
    • Canadian Payroll Association (CPA) certified Payroll Manager designation an asset
    • Expert knowledge of PeopleSoft HRMS Payroll related modules and data management practices to enable ability to design, develop, lead and implement HRMS projects
    • Understanding of relevant legislation, e.g. Ontario Employment Standards Act, Canada Revenue Agency Regulations, Pay Equity Act, etc.
    • Expert skills in Microsoft Office, with some Visio and Power point skills, as well as advanced skills in Excel
    • Demonstrated analytical skills along with well-developed organizational and time management skills
    • Demonstrated leadership and people management skills 
    • Effective collaborator with the ability to form and sustain partnerships with internal and external stakeholders           

    Location: 10 Peel Centre Dr. Brampton, ON 

    Hours of work: 8:30am-4:30pm Monday to Friday
