    Manager, Capital, Wastewater Collection & Conveyance
    Public Works- Wastewater

    Reporting to the Director, Wastewater, the Manager is responsible to manage Capital projects within Wastewater. This role is required to define project objectives, scope of work and schedules for Capital projects within Wastewater while partnering with internal departments and external stakeholders.

     

    Responsibilities:

    • Manages and delivers Capital projects under Wastewater Programs identified in the Capital Budget and Forecast (approved annually by Regional Council)
    • Effectively establishes and sustains working relationships with internal Divisions and Sections
    • Partners with other organizations including MTO, Area Municipalities, Regional Municipalities and Conservation Authorities to deliver the most efficient and effective services
    • Assigns and Distributes workload to technical staff while providing overall leadership, guidance and advice
    • Liaises and co-ordinates with the Public, Elected Officials concerning the delivery of the Capital Program and addressing any concerns or complaints
    • Successfully manages the operation of the section as well as handles escalated issues from reporting staff
    • Provides strategic leadership including coaching and mentoring of the technical team including the completion of performance appraisals for immediate reports, handling of performance issues and supporting staff development and training
    • Develops plans for the Section and makes recommendations to the Director on project priorities, service delivery strategies, and means of resourcing and related cost implications
    • Responsible for the administration of the Section’s Operating and Capital budget, prepares financial forecasts and presents same to Director for approval
    • Hires external Engineering Consultants for the provision of engineering services, evaluates the annual programs and external consulting engineering services as necessary
    • Defines business advantages for implementation of new technology and for software enhancements, reports systems malfunctions and deficiencies, and recommends effective and efficient solutions
    • Develops, promotes, and implements an environment of continuous improvement and quality service to improve effectiveness and efficiency of programs and services
    • Represents the Department as required on relevant task forces, steering committees

     Qualifications:

    • Degree in Civil Engineering and/or related discipline along with proven knowledge of theories and practices of civil engineering
    • Minimum of  Five to Eight (5 – 8) years of related Capital experience and work experience in a municipal environment
    • Professional Engineers of Ontario certification in considered an asset
    • Thorough knowledge of municipal engineering infrastructure and water and wastewater design concepts including condition assessment and rehabilitation.
    • Solid understanding of Public Works issues, services and processes with thorough knowledge of applicable legislation, regulations and standards
    • Solid project management skills to proactively establish goals, identify problems, determine and isolate causes, and recommend/implement corrective action
    • Seasoned leadership skills to build and maintain strong teams and partnerships
    • Ability to lead in the development, implementation, monitoring and maintenance of a comprehensive process management framework
    • Working knowledge/understanding of computer software applications and specialized programs.
    • Strong interpersonal skills to liaise with external and internal clients

    Location: 10 Peel Centre Drive, Suite B, Brampton 

    Hours of Work: 35 Hours per week; Monday-Friday
