    Advisor,  Human Services Analytics

    Human Services- Strategic Initiatives

    Contract Duration: 24 Months

     

    Are you an expert at data mining and pattern analysis?  Instead of getting people to click more ads – you could be helping families find affordable housing by identifying demand/supply drivers through data mining and pattern analysis, or optimizing housing stock!

     

    Do you have a passion for machine learning and predictive modelling?  Don’t apply those skills to modelling stock option returns for banks when you could help predict what program options might best help real people find stable employment!

     

    Is the challenge of working with unstructured data something you can’t get enough of?  Why waste your time building recommendation engines to guess what people might want to buy next when you could help reduce poverty and homelessness by modeling risk factors from voice, text and video data!

     

    The Role...

    In this role you will help drive the Region forward to implement advanced analytics across a broad range of programs and services designed to help people live and thrive in a large and growing community.  Communities are highly complex systems, with highly complex problems – something that requires creative, innovative and data driven problem solving.  You could submit the same resume for your next job as everyone else, or, you could submit this experience and see if it makes you stand out from the crowd.

     

    The Advisor oversees and directs the planning, development, execution, communication and implementation of key Human Services data analysis work related to data management, advanced analysis, governance and integration in a multi-program, multi-sector human services environment.

     

    Responsibilities:

    • Works within the Business Intelligence and Research team within Human Services while providing direct coaching and technical support to the Analyst and Specialist roles to build technical competency/skill as related to the work
    • Provides expert level direction and guidance on the development and application of computational methods, mathematical and statistical modelling, statistical analysis and data visualization (conventional, web-based and interactive)
    • Directs and guides functional data management in areas such as data access/security, MFIPPA compliance, data structure, data cleansing and data integration
    • Oversees and guides assigned projects involving highly technical and complex quantitative/analytical solutions and algorithms,
    • Develops sophisticated data mining techniques to analyze historical data in order to discover trends, patterns and validate existing processes
    • Designs data visualization and web graphic technology and interactive tools to make large datasets coherent
    • Establishes data sharing agreements, manages and coordinates access to specialized data sets via other Human Services areas as well as with external partners
    • Builds and develops relationships with other Regional client groups to ensure solutions align with the Enterprise Business Intelligence (BI) Strategy and help achieve the objectives in the Integrated Planning Framework
    • Consults with Regional client groups in order to determine, document and prioritize client needs, develop business cases, implement projects and communicate findings
    • Communicates with management and various stakeholders regarding findings, measurement, reporting and evaluation of options

    Qualifications:

    • Master’s degree with minimum 5 - 8 years’ experience in Statistics, Mathematics, Engineering, Computer Science, Actuarial Science or Data Science related discipline
    • -5 years’ of work experience related to a minimum of three of the following subject areas: predictive modelling, network analysis, spatial analysis, machine learning, fraud detection algorithms, mathematical optimization and/or behaviour modelling
    • Extensive experience with statistical software packages such as SPSS, STATA, R
    • Expertise and experience assembling a blend of classical and advanced techniques such as artificial intelligence, pattern recognition, databases, traditional statistics and graphics tools to identify relationships, correlations, trends and patterns found within structured and unstructured data
    • Advanced skills in structural equation modeling, generating decision trees, cluster analysis, text analytics, and data visualization
    • Advanced knowledge in 2 or more programming languages is required
    • Experience with data visualization tools including open source and commercial packages and libraries, as well as the ability to create custom visualizations using combinations of linked tools
    • Expert knowledge of BI concepts and data mining techniques e.g. associations discovery, sequential pattern discovery, classification, clustering and forecasting
    • Proficient in use of MS office tools, specifically within Excel and Access
    • Advanced knowledge and experience with creation of databases and developing queries including SQL is required
    • Public sector experience in support of diverse programs and services is preferred.
    • Professional designations including Certified Analytics Professional, Certified Data Management Professional (CDMP), Certified Business Intelligence professional (CBIP) are considered to be an asset

    Location: 10 Peel Centre Drive, Brampton ON

    Hours of Work: 35 hours per week/ Monday-Friday
