    The Role…

    Our Treasury Services Division is looking for a Treasury Portfolio Manager that will be responsible for implementing and monitoring the investment and debt strategies that align to the Region’s goals and objectives. 

    You will collaborate with the team on policy development, compliance, securities settlement and safekeeping, and cash flow/liquidity analysis.  The position will also support all debt issuances for the Region and the local municipalities as required.

     

    What you will do… 

    • Responsible for all daily portfolio management activities including portfolio construction, performance attribution, trading, rebalancing and reporting.
    • Provide expert advice on fixed income capital markets and general macroeconomic conditions
    • Interpret complex financial and economic data and statistics to assist in formulating investment and trading strategies
    • Manage investment portfolios to balance maximizing return with preservation of capital
    • Advise and recommend appropriate liquidity levels to be held in the portfolio in order to meet the Region’s needs while optimizing longer-term investment returns
    • Develop financial models/scenario analysis with respect to potential portfolio strategies
    • Responsible for credit risk and quality of the portfolio
    • Provide expert advice on selecting and updating comparative benchmarks for annual reporting on the Region’s investment strategies
    • Provide recommendations on short-term borrowing strategies and implementation of the borrowing program
    • Lead the implementation of the borrowing program for the Region and area municipalities
    • Provide recommendations on the timing and use of forward rate agreements, interest rate swaps and other fixed income hedging strategies; implement as required
    • Prepare recommendations for improvements to policy and investment program/processes
    • Collaborate with internal stakeholders to support the Region’s long term capital program needs 

    What we require…

    • A Chartered Financial Analyst with a Master’s Degree in Business Administration, Mathematics or Economics
    • Minimum 5 – 10 years of investment management experience at a financial institution or a large multi-divisional organization
    • Experience in financial/economic analysis and forecasting
    • Demonstrated experience in writing analytical reports/studies; identify problems, analyze and interpret data, and validate recommendations
    • Demonstrated experience in the analysis, design and creation of financial models
    • Thorough understanding of accounting principles as they apply to debt and investment management
    • Knowledge of provincial and municipal statutes and regulations pertaining to debt and investments issues including the ability to interpret and explain complex legislation
    • Sound knowledge of capital markets, financial and economic principles and practices, both domestically and internationally
    • Demonstrated leadership, negotiation and project management skills
    • Strong communication and facilitation experience to various audiences of all levels
    • Ability to attend at off site locations as required
    • Experience using Bloomberg and Reuters 

    Location: 10 Peel Centre Drive, Brampton

    Hours of Work: Monday to Friday 8:30am-4:30pm; * ability to work outside normal business hours as required
